Job Description

The Proposal Manager leads, coordinates, and produces high impact, compliant, and compelling proposals in response to U.S. Federal and State Government RFIs, RFQs, and RFPs. This role supports the entire business development lifecycle, including capture support, competitive analysis, and opportunity management. This position requires a strong writer, strategic thinker, and flawless organizer who can orchestrate multiple concurrent RFP responses in a fast‑moving environment

Key Responsibilities

  • Read and interpret RFIs, RFPs, and RFQs; extract critical requirements and compliance elements.
  • Develop proposal outlines, compliance matrices, and annotated proposal structures.
  • Establish, manage, and enforce proposal schedules and milestones.
  • Lead strategy meetings focused on win themes, discriminators, technical solutions, staffing, past performance, and pricing strategy.
  • Tailor proposal templates and provide guidance to writers, reviewers, SMEs, and partners.
  • Write, edit, and format proposal sections, including technical, management, staffing, and past performance volumes.
  • Conceptualize and coordinate proposal graphics and visual elements.
  • Assemble, edit, and format employee resumes/bios and corporate past performance summaries.
  • Manage proposal files, artifacts, and knowledge management repositories.
  • Maintain and update CRM opportunity records; assist in generating reports.
  • Conduct market research and competitive analysis to support capture, account planning, and corporate marketing initiatives.

Minimum Requirements

  • B.A./B.S. degree
  • Minimum 7 years of professional experience, including 4+ years in federal proposal management.
  • Outstanding written and verbal communication skills; exceptional proposal writing/editorial skills.
  • Strong understanding of Federal Government acquisition processes and applicable regulations.
  • Ability to manage multiple proposals simultaneously and meet tight deadlines.
  • Strong attention to detail and personal accountability for quality.
  • Ability to independently define, schedule, and manage the full proposal process.
  • Proficient with Microsoft Office, SharePoint, and proposal automation tools.
  • Willingness to work extended hours during surge cycles.

Preferred Qualifications

  • 10 years of professional experience, including 5+ years in federal proposal management.
  • Experience developing proposal graphics or supporting desktop publishing tasks.
  • Experience with Deltek GovWin, ATO tools, or other pipeline management/CRM platforms.
  • Experience collaborating with consultants, SMEs, and subcontractors in high-pressure situations.‑pressure situations.

Work Location & Schedule

  • Primary Location: Remote – Occasional travel to ASI HQ
  • Onsite Requirements: As Needed (less than 10%) - 13873 Park Center Road, 129S Herndon, Virginia 20171
    • Hybrid/On‑site requirements will be based on business needs and proposal cycles.
