Binnie is seeking a Grading Project Supervisor (Ministry Representative / Contract Administrator) to join our Grading & Paving Division, which provides construction management and supervision, quality management and assurance, contract administration, civil inspection, and construction survey services to clients including the Ministry of Transportation and Transit, BC Hydro, major municipalities, and developers across British Columbia.


This is a part temporary “as and when” position. Work hours are variable and dependent on operational needs, ranging from zero hours during off-peak periods up to approximately 60 hours per week during active construction phases. The role offers flexibility to work from home and live anywhere in BC, along with the chance to work on a strong pipeline of projects. The successful candidate will enjoy a supportive and experienced professional team environment and take on meaningful work with a high degree of autonomy and variety.


YOUR ROLE:

  • Act as Ministry Representative and lead construction contract administration on assigned projects
  • Oversee contractor performance, ensuring compliance with contract documents, specifications, safety, quality, and environmental requirements
  • Plan, coordinate, and supervise day labour construction forces, including hiring labour, equipment, and materials
  • Manage project budgets, including estimating, tracking, forecasting costs, and certifying quantities for payment
  • Chair and document preconstruction and construction meetings and prepare regular project status and expenditure reports
  • Resolve or assist in resolving construction claims, disputes, and contentious issues in collaboration with project managers and clients
  • Ensure quality management systems are implemented, including quality control, quality assurance, and auditing activities
  • Direct and mentor field staff and consultants, fostering a collaborative and safety-focused team environment
  • Maintain accurate project documentation, diaries, records, and as-built/red-line drawings
  • Understand and comply with the Binnie Safety Program and all applicable safety policies, procedures, and regulations


WHAT YOU BRING:

  • Bachelor’s degree in Civil, Structural, Transportation, or Construction Engineering with a minimum of two years of related experience; OR a technical diploma with a minimum of four years of related experience; OR an equivalent combination of education and experience
  • Extensive experience supervising field staff and managing construction contracts and resources
  • Proven experience delivering complex highway or transportation infrastructure construction projects
  • Strong knowledge of Ministry of Transportation and Infrastructure (MOTT) Standard Specifications and contract administration practices
  • Demonstrated experience managing multi-million-dollar construction budgets and schedules
  • Ability to interpret engineering drawings, specifications, and contract documents
  • Strong conflict resolution, communication, and stakeholder management skills
  • Working knowledge of quality management systems and construction inspection practices
  • Solid understanding of construction surveying, quantities, and digital terrain models (Civil 3D / CAiCE considered an asset)
  • Strong working knowledge of Microsoft Office Suite or equivalent desktop productivity tools
  • Willing and able to work outdoors in variable weather conditions, travel throughout British Columbia, and work away from home as project requirements dictate
  • Valid driver’s license

The salary for this position is commensurate with experience; the salary range for this position is $57,82 - $70,96 hourly. The final salary for this role may vary based on several factors, including relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
