The District of Saanich is seeking an experienced Senior Technical Business Analyst to support various operational IT projects within the Engineering department. The role focuses on translating high-level business needs into actionable technical specifications, particularly for Public Works and their operational technologies.

Core Responsibilities
Project Lifecycle Support: Work alongside Project Managers to provide technical analysis throughout the entire project lifecycle.
Requirements Management: Schedule, plan, and lead gathering sessions to develop business, functional, and technical requirements documentation.
Solution Design: Facilitate workshops with business and technical teams to model and document key features, specifications, and constraints.
Process Modeling: Map, analyze, and document current and future-state business processes, recommending improvements where necessary.
Testing Coordination: Define and support system testing (load, integration, failover) and plan/execute User Acceptance Testing (UAT).
Technical Artifacts: Create and maintain project artifacts including scope, flow diagrams, test plans, and operating models.
Change Control: Establish a structured approach with Operations teams to ensure change control processes are followed.
Mandatory Candidate Requirements
Education: Undergraduate degree in Administration, Engineering, Computer Science, or a related field (or equivalent combination of education and experience).
Experience: Minimum of 5 years of experience working on IT projects as a Senior Technical Business Analyst.
Technical Awareness: Deep awareness in data management, system architecture, integration, and the software development life cycle (SDLC).
Communication: Excellent group facilitation and communication skills, with experience working in the public sector.
Compliance: Ability to provide a clean Police Information Check (PIC) prior to contract award.
Technical Preferences
Preference will be given to candidates with experience in the following (ordered by importance):
Microsoft M365: OneDrive, Outlook Cloud, SharePoint, PowerBI, Visio, and Teams.
Asset Management: Experience with Asset Management Program systems.
Specialized Tech: Knowledge of SCADA and distributed cloud initiatives (IaaS, PaaS, SaaS).
Certifications: Recognized BA certification such as CBAP or PMI-PBA.
Work Arrangement & Duration
Estimated Term: 12 to 24 months, based on a 35-hour work week.
Schedule: Core hours are Monday to Friday, 8:00 AM β 5:00 PM PT.
Location: Hybrid arrangement; remote work is permitted, but the candidate must be available to attend on-site meetings at the District when requested.
