Job description

This is a remote position.

The Department of Health (DoH) of New Brunswick is seeking a Business Intelligence Business Analyst to support the Provincial Clinical Information Solution (CIS) Program, also known as the Symbio Program. This program is a large-scale transformation aimed at transitioning from standalone hospital systems to a unified, standardized provincial CIS.

Core Purpose

The Business Analyst (BA) serves as a critical liaison between the Symbio Program and stakeholders across the health system, including regional health authorities (Horizon and Vitalité Health Networks), Service New Brunswick (SNB), and the DoH. The BA enables the planning and implementation of the CIS data ecosystem to ensure data-driven decision-making across clinical and administrative domains.



Requirements

Key Responsibilities
Requirements Gathering: Co-facilitate sessions to elicit, refine, and validate business, operational, and clinical requirements for data tools and visualizations.
Workflow Documentation: Document current and future-state workflows, data sources, and reporting sources.
Technical Translation: Translate business needs into functional specifications and user stories.
Quality Assurance: Lead testing efforts, including unit testing and User Acceptance Testing (UAT), to validate data accuracy and integrity.
Metrics Design: Co-facilitate the definition and documentation of Objectives and Key Results (OKRs) and performance indicators.
Stakeholder Engagement: Act as a bridge between technical teams and clinical/business administrators.

Mandatory Qualifications
To be considered, candidates must meet the following:
Education: University degree in Business Administration, Health Informatics, IT, or a related field (or equivalent experience).
Experience: * 10+ years supporting large-scale healthcare implementations or digital health initiatives in a provincial or multi-organizational environment.
7+ years eliciting and documenting business/system requirements and process analysis.
Availability: Must be able to start on or about May 25th, 2026.

Scored Technical Skills
Successful candidates will ideally demonstrate:
10+ years leading complex workshops to resolve ambiguity and prioritize requirements.
7+ years supporting BI initiatives (metric definition, data validation, and engineering collaboration).
7+ years working with Clinical Information Systems in Canada.
7+ years delivering communications to executive-level audiences.
5+ years defining and executing test strategies and plans.

Logistics & Contract Details
Duration: Two-year initial term with two 1-year optional renewals.
Work Location: Remote, but requires travel to New Brunswick at least once per month.
Reporting: Reports to the Business Intelligence Lead under the CIS Business Stream.
