Description of Work

This position serves as a neutral and independent technical resource for small businesses navigating regulatory, permitting, and compliance challenges. This position also fulfills the Small Business Environmental Assistance Program requirements under Section 507 of the Clean Air Act by providing engineering expertise and environmental technical assistance to small businesses subject to Clean Air Act regulations.

This may include providing compliance assistance, assisting with emissions-reduction measures, including pollution-prevention options, and providing permit applicability determinations and assistance to a wide range of small businesses. Technical assistance for small businesses may include identifying sources of emissions, conducting emissions inventories, calculating emissions, applying appropriate emission factors, and documenting the efficiencies of production or control equipment. An understanding of all aspects of federal and state air quality requirements, including permitting, compliance, planning, modeling, and air toxic standards, will be necessary.

Travel may be necessary to develop industry-specific educational and compliance training materials, conduct workshops (as needed), initiate a proactive outreach effort, and respond to a wide range of environmental inquiries. The frequency of travel is based on need but may be up to 10% per month. The individual in this position must have a valid driver's license.

Key Responsibilities:

Assist small businesses in identifying and resolving environmental problems.

Develop and present compliance training materials and solutions that are of common interest to the regulators and the regulated community.

Stay engaged with the regulatory agency activities, such as the Division of Air Quality’s Permitting Workgroup, Compliance Workgroup, and others as deemed necessary.

Assist with special projects assigned by DEACS division leadership.

Recruitment Range:  $61,545.00 - $88,844.00

 This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.  

Minimum Education and Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Qualification:

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
