Service New Brunswick (SNB) is seeking a skilled Business Analyst (BA) to join the Property Assessment Services Branch. The successful candidate will play a critical role in the CAMA Renewal and Valuation Enhancements Solution (CRAVES) Deployment Project. This multi-year initiative aims to replace over 20 legacy standalone tools with a modern, cloud-based Software as a Service (SaaS) solution to modernize property assessment, valuation, and program management across the province.

Core Responsibilities: The Business Analyst will provide essential support to business teams, technical teams, and project management to ensure successful project delivery.
Key responsibilities include: Requirement Management: Eliciting, translating, validating, and managing business and functional requirements through interviews, workshops, use cases, and modeling. Stakeholder Facilitation: Moderating discovery sessions and workshops with business and technical stakeholders to finalize designs and secure approvals. Documentation: Developing and maintaining critical project artifacts, including: Requirement Traceability Matrices (RTM). Product backlogs, user stories, and acceptance criteria. Visual process diagrams and future-state business process documents. Benefit analysis and risk registers. Solution Analysis: Negotiating and defining technical and business processes to maximize value from the SaaS provider. Testing Support: Developing use cases and test cases for User Acceptance Testing (UAT) and overseeing the UAT process. Communication: Translating complex technical issues for non-technical stakeholders and supporting the Change and Communication Management group with training materials and manuals.
Required Qualifications (Mandatory) Education: Bachelor’s Degree. Experience: * Minimum of six (6) years of Business Analyst experience in multi-year technical projects. Hands-on experience in requirement gathering, documentation, RTM management, and developing product backlogs/user stories (at least 3 projects in the last 10 years). At least one (1) year of experience within the last two years as a BA for a Property Assessment Computer-Assisted Mass Appraisal (CAMA) project. Proven ability to produce visual diagrams and business process documents (6 years of experience).
Preferred Skills (Scored Criteria) Experience with Commercial Off-the-Shelf (COTS) analysis in large enterprise-level environments (6+ years). Experience documenting process flows for integration deployments (4+ years). Experience with at least one Cloud SaaS implementation involving significant business transformation. Current professional certification (e.g., IIBA-CBAP or PMI-PBA).
