Job Summary

The Market Performance Leader for Individual & Family Plans (IFP) is the market-level business owner responsible for driving growth, profitability, and long-term performance across assigned states. This role leads the development and execution of a comprehensive market strategy aligned to an evolving IFP business model, with full accountability for financial results, market expansion, and competitive positioning.

The Market Performance Leader builds deep market insight to shape strategies across product, pricing, distribution, risk, network, and benefit design, ensuring the IFP offering is competitive, differentiated, and scalable. Serving as the senior IFP representative at the market level, this role develops critical relationships that support growth, distribution, and partnership strategies while influencing cross-functional teams to deliver business outcomes.

Core Responsibilities

  • Own full P&L accountability for assigned states, delivering targeted growth, profitability, and performance objectives while actively managing risk.
  • Develop and execute short- and long-term market strategies that drive membership growth, market share, and multi-channel distribution expansion.
  • Lead expansion into new rating areas and growth opportunities within assigned states.
  • Drive financial and operational performance by monitoring key metrics including sales, retention, risk performance, operational efficiency, and expense drivers; partner across the enterprise to implement product, pricing, and corrective actions as needed.
  • Develop annual and long-range membership and financial forecasts in partnership with Finance.
  • Maintain a comprehensive understanding of local market dynamics, competitive landscape, and legislative and regulatory developments impacting the IFP business.
  • Partner with marketing and distribution teams to strengthen brand presence and accelerate market growth.
  • Build and manage strategic external relationships that create synergies, partnerships, and new business opportunities aligned with market objectives.
  • Lead and influence cross-functional and matrix partners (including network, contracting, medical management, product, pricing, risk, distribution, and account management) to deliver integrated market strategies and maximize the IFP value proposition.
  • Represent the IFP business in assigned markets, serving as a senior leader and advocate internally and externally.

Minimum Qualifications

  • Bachelor’s degree in business, healthcare, or a related field; equivalent experience considered.
  • Minimum of 5 years of leadership experience in healthcare, preferably within Individual and Family Plans or Qualified Health Plans.
  • Demonstrated success owning and managing P&L performance with a proven track record of achieving bottom-line results through disciplined execution of strategic plans.
  • Strong understanding of contracting, product, provider relations, medical management, risk adjustment, pricing, and risk management within a health insurance environment.
  • Proven ability to assess competitive landscapes and anticipate market and regulatory changes.
  • Exceptional leadership, influence, and negotiation skills in highly matrixed organizations.
  • Strong analytical and problem-solving skills, including the ability to make sound decisions with incomplete or evolving data.
  • Excellent communication and presentation skills, with the ability to influence stakeholders at all levels internally and externally.
  • Enterprise mindset with a collaborative, customer-focused, and results-driven approach.
  • Demonstrated ability to thrive in a dynamic, highly competitive environment while maintaining optimism, confidence, and accountability.


If you will be working at home occasionally or permanently, the internet connection must be obtained through a cable broadband or fiber optic internet service provider with speeds of at least 10Mbps download/5Mbps upload.

For this position, we anticipate offering an annual salary of 126,300 - 210,500 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus plan.
