Requirements:

  • Lead and manage the end-to-end proposal development process, ensuring timely and high-quality submissions; partner with Business Development, Operations, Medical Affairs, Finance, and other departments to refine proposal strategies and content; oversee multiple proposal review levels and finalize proposals.
  • Drive process improvements and standardization: set department standards, processes, and best practices; act as an escalation point for complex proposal challenges; lead continuous improvement initiatives within the proposal process.
  • Budget development oversight: oversee the study budget development process, collaborate with internal teams and third-party vendors to develop budgets, and conduct post-award budget assessments to ensure feasibility and contract alignment.
  • Stakeholder engagement and presentation support: lead Proposal Defense Meetings; support client interactions; serve as a subject matter expert on proposal development best practices and provide training and guidance.

SUMMARY: 

The Senior Proposals Manager plays a critical leadership role in the proposal development process, ensuring strategic alignment, quality, and efficiency. This role supports the Proposals team and assists the Proposals leader in setting department standards, defining processes, and mentoring team members while independently managing high-priority proposals. The Senior Proposals Manager oversees complex RFPs/RFIs, provides guidance on proposal strategy, and leads cross-functional teams to ensure timely, high-quality proposal submissions. Additionally, this role is responsible for driving process improvements, standardizing best practices, and ensuring proposals effectively communicate value to clients.

ESSENTIAL DUTIES:

  • Leadership & Process      Optimization
    • Support the Proposals leader in       setting department standards, processes, and best practices.
    • Act as a key escalation point for       complex proposal challenges and ensure smooth execution of proposals.
    • Drive continuous improvement       initiatives within the proposal process, ensuring efficiency and       alignment with business objectives.
  • Proposal Development &      Strategy
    • Lead and manage the end-to-end       proposal development process, ensuring timely and high-quality       submissions.
    • Partner with Business Development,       Operations, Medical Affairs, Finance, and other departments to refine       proposal strategies and content.
    • Ensure proposals align with client       needs by clarifying RFP requirements, identifying opportunities, and       defining clear strategies.
    • Manage and oversee multiple       proposal review levels, including Executive-level review and final       approvals.
    • Write, edit, and refine proposal       content, including strategic positioning, risk mitigation, and standard       project approaches.
    • Finalize and format proposals in       Word/Excel, ensuring professional presentation.
  • Budget Development &      Oversight
    • Oversee the study budget       development process, ensuring alignment with pricing strategies and       financial goals.
    • Collaborate with internal teams and       third-party vendors to develop and adjust proposal budgets.
    • Conduct post-award budget       assessments, ensuring financial feasibility and alignment with contract       terms.
  • Stakeholder Engagement &      Presentation Support
    • Lead and coordinate Proposal       Defense Meetings, ensuring materials and presentations align with       strategic goals.
    • Support Business Development in       client interactions, clearly communicating proposal details and value       propositions.
    • Serve as a subject matter expert       (SME) on proposal development best practices, providing training and       guidance where needed.
  • Collaboration & Team      Development
    • Act as a liaison between teams,       ensuring alignment between proposal content, pricing, and execution       strategies.
    • Provide for Proposal Managers,       reviewing proposals and guiding improvements as needed.
    • Ensure compliance with proposal       processes, templates, and internal submission standards.

· Perform other duties as required and/or assigned. 

QUALIFICATIONS: 

· Excellent communication/presentation skills including exceptional persuasive writing skills.

· Ability to deliver compliant, professionally produced proposals within customer agreed upon timeframes. 

· Strong organizational skills, including the ability effectively prioritize multiple project deadlines. 

· Ability to handle multiple complex projects simultaneously and adapt to changing priorities and assignments in a fast-paced environment.

  • Excellent interpersonal and customer      relationship skills 
  • Deep understanding of      proposal strategies, risk management, and budget modeling.
  • Strong negotiation and      influencing skills.
  • Ability to mentor and teach      others. 

· Highly independent, self-starter who accomplishes objectives with minimal direction from manager. 

· Ability to accept input from all levels of internal and external stakeholders and distill information to create clear and effective proposals. 

· Skilled in interacting positively with a team and effectively collaborating with others cross functionally. 

· Comfortable “managing up” to ensure proposal contributors are providing content within the proposal timeframe. 

· Advanced proficiency in Microsoft 365 applications (Outlook, Excel, Word, and PowerPoint) and experience with SharePoint required. 

· Knowledge of clinical research/healthcare industry proposal best practices.

EDUCATION AND EXPERIENCE: 

· Bachelor’s degree in marketing, business, communication, English or another related field.· Six (6) or more years of experience in a similar role. · Minimum three (3 years) of healthcare, pharmaceutical, and/or CRO industry experience required· Experience with developing site budgets or grants is required. ENVIRONMENT:This is a remote position based on the location of the incumbent’s home and operating in a home-office environment. This role routinely uses standard office equipment such as computers, printers, copiers, and phones.Minimal travel (up to 10%) may be required to support the position’s responsibilities. Some flexibility in hours is allowed, but the employee must be available during the “core” work hours of 9:30 a.m. to 3:30 p.m. Occasional evening and weekend work may be required as job duties demand.
