Roles & Responsibilities

  • Stakeholder engagement and message coordination: act as a communications liaison among client leadership, consulting team members, and external partners; tailor messaging for executives, program staff, providers, beneficiaries, and the public; prepare executive briefings, talking points, FAQs, and presentation materials
  • Content development and editorial oversight: draft, edit, and review a wide range of client-facing materials (reports, policy summaries, toolkits, websites, email communications, and training resources); ensure consistency in tone, branding, terminology, and messaging; apply plain language and accessibility standards
  • Governance, review, and quality assurance: manage communication review and approval processes with legal, policy, and program stakeholders; ensure communications are accurate, compliant, and aligned with regulations and client guidelines; maintain version control and documentation

Job description

Overview:

BerryDunn is seeking a Communications Lead to join our Medicaid Practice Group (MPG) who will focus on our client in Guam. The Communications Lead is responsible for planning, developing, and executing strategic communications in support of Health and Human Services (HHS) client engagements. This role ensures that complex policy, programmatic, and operational information is translated into clear, accurate, and audience‑appropriate communications that support program objectives, stakeholder alignment, and successful implementation. The Communications Lead works closely with client leadership, consulting team members, and external stakeholders to deliver high‑quality, compliant communications across multiple channels.The Communications Lead role will identify, execute on, and track the effectiveness of the communication needs of the client and the engagement team

 

Successful candidates should be willing to support Guam, which will minimally require supporting the client from 8 am to 12 pm Tuesday through Friday Chamorro Standard Time (ChST).

 

Travel Expectations: Travel to Guam is expected to be occasional. Future clients may require travel of up to 50%

You Will:

Communications Strategy Development and Execution

  • Develop and implement comprehensive communication strategies aligned with client goals, program requirements, and project milestones.
  • Translate complex health and human services policies, data, and operational concepts into clear and actionable messaging.
  • Ensure communications support program outcomes and organizational priorities.

Stakeholder Engagement and Message Coordination

  • Serve as a communications liaison among client leadership, consulting team members, and external partners.
  • Tailor messaging for diverse audiences, including executives, program staff, providers, beneficiaries, and the public.
  • Prepare executive briefings, talking points, FAQs, and presentation materials to support stakeholder engagement.

Content Development and Editorial Oversight

  • Draft, edit, and review a wide range of client-facing materials, including reports, policy summaries, toolkits, websites, email communications, and training resources.
  • Ensure consistency in tone, branding, terminology, and messaging across all deliverables.
  • Apply plain language principles and accessibility standards (e.g., Section 508 compliance, where applicable).

Governance, Review, and Quality Assurance

  • Manage communication review and approval processes, including coordination with legal, policy, and program stakeholders as required.
  • Ensure all communications are accurate, compliant, and aligned with applicable regulations and client guidelines.
  • Maintain version control and documentation for all communications deliverables.

On-Site Expectation: Remote candidates will be considered. Travel up to 25% with the possibility of more during required phases of the project.

You Have:
  • Bachelor's Degree (BA/BS) May substitute ten years of applicable experience for degree
  • Strong written and verbal communication skills and an ability to liaise with State and Federal agencies
  • Strong knowledge and experience with communication strategy, planning, and execution.
  • Strong experience in preparing and distributing communication to a variety of audiences
  • Minimum of three years’ experience working for or with a State Medicaid Agency
  • Experience working as a Communications Subject Matter Expert (SME) supporting a vendor of a Health and Human Services (HHS) system, a State HHS agency, and/or a large healthcare organization
  • Experience preparing, communicating, and implementing an approach to operationally prepare a healthcare organization for a health and human services system/solution training, roll-out, and field operations

Preferred Qualifications/Experience (in addition to the above):

  • Prosci Change Management Practitioner
  • Project Management Professional (PMP)
Compensation Details:

The base salary range targeted for this role is $95,000 - $120,000. This salary range represents BerryDunn’s good faith and reasonable estimate of the range of possible compensation at the time of posting. If an applicant possesses experience, education, or other qualifications more than the minimum requirements for this posting, that applicant is encouraged to apply, and a final salary range may then be based on those additional qualifications; compensation decisions are dependent on the facts and circumstances of each case. The salary of the finalist selected for this role will be based on a variety of factors, including but not limited to, years of experience, depth of experience, seniority, merit, education, training, amount of travel, and other relevant business considerations.
