Roles & Responsibilities

  • Bachelor’s degree in Acquisition/Contract Management, Business Administration, Public Administration, Policy, Economics, Finance, or a related field
  • 6+ years of federal acquisition experience including policy development, documentation, or process improvement
  • Strong knowledge of the Federal Acquisition Regulation (FAR) and related supplements
  • Preferred certifications: FAC-C (Level II/III), DAWIA Contracting (Level II/III), or NCMA certifications (e.g., CFCM, CACM)

Requirements:

  • Develop, review, and maintain acquisition policies, procedures, templates, and standard documentation; support governance frameworks to promote consistency and compliance
  • Provide subject matter expertise on acquisition planning, requirement development, procurement strategy, and support development of SOWs, PWSs, SOOs, QASPs, and evaluation materials; ensure compliance with FAR and internal policies
  • Develop and deliver acquisition lifecycle training for contracting staff, CORs, program managers, and other stakeholders; create job aids and facilitate knowledge-sharing sessions
  • Lead process improvements and modernization efforts to enhance efficiency, standardization, and transition to new acquisition, financial, or contract writing systems; support QA and compliance activities

Description

The Senior Acquisition Policy Specialist serves as a senior advisor supporting the development, interpretation, and implementation of acquisition policies, procedures, templates, and governance frameworks across the acquisition lifecycle. This role works closely with the Project Manager and cross-functional team members to promote consistency, compliance, and efficiency in acquisition operations.


The position combines advisory responsibilities with hands-on development of acquisition documentation, training materials, and process improvements. The Senior Acquisition Policy Specialist plays a key role in enhancing documentation quality, supporting stakeholder needs, and strengthening acquisition practices across the program.


This position supports anticipated project needs and is contingent upon contract award.


Key Responsibilities

  

Acquisition Policy Development & Governance

  • Develop, review, and maintain acquisition policies, procedures, templates, and standard documentation 
  • Support governance frameworks that promote consistency and compliance across the acquisition lifecycle 
  • Contribute to development and maintenance of acquisition resource libraries, tools, and reference materials 
  • Identify opportunities to improve procurement processes, documentation quality, and workflow efficiency 

Advisory Support to Program Offices & Contracting Staff

  • Provide subject matter expertise on acquisition planning, requirement development, and procurement strategy 
  • Support development of acquisition documentation, including SOWs, PWSs, SOOs, QASPs, evaluation criteria, and justification materials 
  • Interpret and apply federal acquisition regulations and internal policies to support program needs 
  • Collaborate with stakeholders to improve clarity, quality, and completeness of acquisition packages 

Training & Knowledge Sharing

  • Develop and deliver acquisition lifecycle training for contracting staff, CORs, program managers, and other stakeholders 
  • Create job aids, reference guides, and instructional materials to support acquisition best practices 
  • Facilitate workshops and knowledge-sharing sessions to strengthen acquisition capabilities 

Process Improvement & Modernization

  • Support initiatives to improve acquisition efficiency, standardization, and workflow effectiveness 
  • Recommend enhancements to documentation processes, evaluation approaches, and contract administration practices 
  • Contribute to efforts supporting transition to new acquisition, financial, or contract writing systems 

Quality Assurance & Compliance Support

  • Review acquisition documentation to ensure accuracy, completeness, and regulatory compliance 
  • Promote consistency and adherence to established standards across procurement packages 
  • Support quality assurance processes and documentation review cycles 
  • Assist in identifying and resolving documentation or compliance issues 

Cost, Price, and Policy Integration Support

  • Provide guidance on cost estimating structures, evaluation planning, and pricing documentation standards 
  • Review IGCE methodologies and cost/price analysis documentation for alignment with best practices 
  • Support integration of policy and compliance considerations into pricing and evaluation approaches
Requirements

Education & Experience:

  • Bachelor’s degree in Acquisition/Contract Management, Business Administration, Public Administration, Policy, Economics, Finance, or a related field 
  • 6+ years of experience in federal acquisition, including policy development, documentation, or process improvement 
  • Strong knowledge of Federal Acquisition Regulation (FAR) and related supplements 
  • Experience supporting acquisition lifecycle activities, including both pre-award and post-award phases 
  • Demonstrated experience advising stakeholders and improving acquisition processes or documentation 
  • Experience developing training materials or supporting acquisition-related instruction 

Preferred Certifications:

  • FAC-C (Professional) or equivalent (Level II or III) 
  • DAWIA Certification in Contracting (Level II or III) 
  • NCMA certifications (e.g., CFCM, CACM) preferred 

Knowledge & Skills:

  • Strong understanding of federal acquisition lifecycle processes and regulatory frameworks (FAR) 
  • Ability to interpret policy and translate requirements into clear, practical guidance and documentation 
  • Experience developing or standardizing acquisition templates, procedures, and governance materials 
  • Strong attention to detail and ability to review documentation for compliance and quality 
  • Analytical and problem-solving skills with a focus on process improvement 
  • Excellent written and verbal communication skills, including training and facilitation 
  • Ability to collaborate effectively with contracting staff, program teams, and leadership 
  • Proficiency with Microsoft 365 tools and document management platforms  

Work Schedule

Consistent, full-time work expected Monday – Friday, eight hours per day in a focused and fast-paced environment.
