Job Overview:
We are seeking an experienced Organizational Change Management (OCM) Lead to support large-scale Medicaid system modernization initiatives within the Missouri Medicaid Enterprise (MME). This role will lead the planning and execution of change management strategies to enable the successful adoption of new systems, business processes, and organizational structures across multiple MMIS modules, including Pharmacy Benefit Administration (PBA), Prior Authorization (PA), and Provider Enrollment (PE). The OCM Lead will work closely with the MME Project Management Office (PMO), State stakeholders, and solution vendors to ensure organizational readiness, stakeholder engagement, and effective transition to future-state operations.
Responsibilities:
OCM Strategy & Leadership
- Lead the development and execution of the overall Organizational Change Management strategy across MMIS modernization initiatives
- Align OCM activities with project governance, PMO standards, and SDLC processes
- Serve as the primary advisor to State leadership on change readiness, adoption risks, and mitigation strategies
Stakeholder Engagement & Communication
- Conduct stakeholder analysis and develop engagement strategies across multiple State agencies and divisions
- Design and implement communication plans, messaging frameworks, and outreach strategies
- Facilitate collaboration between State staff, PMO, and solution vendors to ensure alignment and transparency
Organizational Readiness & Adoption
- Lead organizational readiness assessments and define action plans to address gaps
- Develop and implement adoption metrics, feedback mechanisms, and performance tracking tools
- Support development of organizational design recommendations to align with future-state operations
Change Impact & Resistance Management
- Conduct Change Impact Analyses (CIA) to assess impacts on people, processes, and technology
- Develop and execute resistance management strategies
- Identify risks and proactively implement mitigation plans to ensure smooth transitions
Training & Workforce Enablement
- Lead training needs analysis and oversee development of training strategies and plans
- Support creation of training materials, delivery approaches, and user readiness programs
- Ensure alignment between training, communications, and system implementation timelines
OCM Deliverables & Artifacts
- Develop and maintain key OCM deliverables, including:
- OCM Plan
- Stakeholder Analysis
- Communication Plan & Assets
- Training Plan & Materials
- Readiness Assessments
- Adoption Metrics & Dashboards
- Transition & Sustainment Plans
PMO & Program Integration
- Collaborate with PMO leadership to integrate OCM into project plans, status reporting, and governance structures
- Support Executive Steering Committee communications and reporting
- Ensure alignment with CMS certification requirements and federal compliance standards
Required Qualifications:
- 5+ years of experience leading organizational change management initiatives, preferably in large-scale IT or system modernization programs
- Proven experience developing and executing OCM strategies in complex, multi-stakeholder environments
- Experience with state government, Medicaid, MMIS, or healthcare systems
- Strong knowledge of:
- Change management methodologies (e.g., Prosci, ACMP)
- Stakeholder engagement and communications planning
- Organizational readiness and adoption measurement
- Demonstrated ability to work within PMO structures and large program governance models
- Excellent communication, facilitation, and executive stakeholder management skills
Preferred Qualifications:
- Certification such as Certified Change Management Professional (CCMP) or equivalent
- Experience supporting Medicaid Enterprise Systems (MES/MMIS) modernization
- Familiarity with CMS certification processes (e.g., Streamlined Modular Certification)
- Experience working alongside system integrators and multi-vendor environments
