The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Information Technology and Research (IT&R) Section of the Central Services Division. IT&R provides a broad range of specialized technical services in the areas of information systems, data analysis/dissemination, and computer/telecommunication services for a large, diverse agency. The staff support the collection, processing, analysis, and dissemination of statewide and regional data about workers' compensation, accident prevention, insurance, financial institutions, corporate securities, building codes, and senior health insurance benefits. The section supports a number of critical systems to meet the regulatory requirements for each program and interact with other state and federal agencies.

This position is eligible to telework on a full-time basis once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from the office on an as-needed basis.
Here’s what you will do:
As a .Net Application Architect, you will lead the strategic planning, design, and modernization of the .NET application development and production architecture. Duties include:
Defining and executing the transition from legacy ASP .NET Framework environments to modern platform, while ensuring both environments remain stable, secure, and fully supported throughout the lifecycle
Ensuring alignment with enterprise technology strategies and seamless integration with network architecture and complementary development platforms
Overseeing and administering both legacy and future development and production environments, including installing, configuring, upgrading, securing, and optimizing frameworks, toolsets, and pipelines
Providing technical leadership through training, coaching, and mentoring IT&R staff on modern design, development patterns, and migration strategies, while also supporting ongoing work within the legacy environment

Here’s what you need to qualify:
Minimum Qualifications:
Six (6) years of information systems experience specializing in .NET and comparable programming languages
OR
An associate degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field AND four (4) years of information systems experience specializing in .NET and comparable programming languages
OR
A bachelor's degree in Information Technology, Computer Science, or related field AND two (2) years of information systems experience in specializing in .NET and comparable programming languages
OR
A master's degree in Information Technology, Computer Science, or related field
Requested Skills:
Excellent oral and written communication skills, with the ability to collaborate with and facilitate diverse groups and individuals.
Strong analytical and strategic planning abilities, including prioritizing workloads and understanding complex business, technical, and procedural challenges.
Expert‑level knowledge of software development environments, including ASP.NET, WPF, structured programming, SDLC methodologies, and modern application development concepts.
Proven ability to design, create, and maintain robust development frameworks; troubleshoot complex issues; and implement effective solutions with minimal user impact.
Skilled mentor and collaborator with experience coordinating projects, writing standards‑based documentation, and providing expert technical guidance to development and infrastructure teams.

Additional information:
Per the Pay Equity Law passed in 2017, an employee pay assessment will be conducted to determine what pay step the successful candidate will be offered. The assessment will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
The salary range listed is the non-PERS eligible rate. If you are already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
