  • Bachelor's degree from an accredited institution and three years of experience in a program related to the assignment, or an equivalent combination of education and experience.

Requirements:

Description of Work

The Subsidy Provider Compliance Consultant completes desk reviews and/or site visits with licensed child care providers that are enrolled in the Subsidized Child Care Assistance (SCCA) program. The Consultant obtains and analyzes providers' records during desk reviews and site visits to determine compliance with the provisions of the North Carolina Department of Health and Human Services Subsidized Child Care Assistance Program Provider Agreement (Provider Agreement). The Consultant utilizes findings from the monitoring process to determine training needs of the child care providers and delivers technical assistance to address identified needs. In addition, the Consultant prepares a Notice of Subsidy Action to address noncompliance, when appropriate, and ensures completion of Corrective Action Plans. Referrals require the Consultant to investigate allegations of noncompliance with the Provider Agreement. The Consultant is required to travel throughout North Carolina to complete assigned work and attend meetings/trainings, which will require some overnight travel at times. A Consultant works both independently and collaboratively, especially during occasional project work as assigned.

This is a regional position based in northwestern North Carolina. Some statewide travel will be necessary. The successful candidate for this position must reside in or live in a county that is contiguous to the following counties: Alleghany, Ashe, Stokes, Surry, Wilkes, Yadkin.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $52,592 - $92,036

Recruitment Range: $52,592 - $65,000

The Knowledge Skills and Abilities/ Management Preferences are not required. Applicants who possess the following skills are preferred.

  • Demonstrated ability to provide customer service and technical assistance, including training for individuals and groups, with strong organizational skills to manage multiple priorities effectively.
  • Skilled in data collection, entry, evaluation, and report preparation, applying analytical skills and attention to detail to ensure accuracy and compliance with rules and policies.
  • Strong working knowledge of Microsoft Office Suite (Excel, Outlook, Teams, and Word) for data management, reporting, and analysis, supporting informed decision-making.
  • Experience with North Carolina’s Subsidized Child Care Assistance Program, with proven ability to interpret and apply policies accurately and support compliance through detail-oriented processes.
  • Hands-on experience using NC FAST for case management and/or program administration, leveraging analytical thinking to ensure data integrity and operational efficiency.

This position is funded in part through federal funds.
