  • Lead capture planning from qualification through proposal hand-off, including development of capture plans, win strategies, call plans, and competitive assessments
  • Identify and execute teaming strategies with primes and subcontractors, and engage directly with partners and customers to shape requirements and positioning
  • Write and/or contribute to capture artifacts (win themes, executive summaries, management approach content, past performance narratives, solution summaries, RFIs and capability statements) and support proposal teams with clear direction and written content as needed

Senior Capture Manager (Federal Health) 

Execution-First | Player-Coach | Strong Writer Required 

 

Our client is seeking a Senior Capture Manager to lead capture efforts across Federal Health agencies, including HHS, CMS, NIH, CDC, HRSA, and related components. This role is responsible for driving opportunities from early identification through proposal submission and award. This is not a “meetings and relationships” role. This is an execution role. 

 

They are looking for a capture leader who produces tangible deliverables, builds real pipelines, and can write clearly and persuasively. The right candidate is comfortable operating independently within a defined capture process and team environment, taking ownership of advancing qualified opportunities through capture planning, teaming, and proposal readiness. 

 

This role is ideal for someone who takes initiative, makes informed decisions without waiting for perfect information, and drives opportunities forward with urgency and accountability. 

 

Key Responsibilities 

  • Pipeline and Opportunity Identification 
  • Build and maintain a rolling 6–18month capture pipeline of addressable Federal Health opportunities 
  • Identify expiring task orders and recompetes across relevant vehicles and agency contracting shops 
  • Produce actionable opportunity briefs with contract details, incumbent intelligence, and pursuit recommendations 

 

Capture Leadership and Execution 

  • Lead capture planning from qualification through proposal hand-off 
  • Develop capture plans, win strategies, call plans, and competitive assessments 
  • Drive bid/no-bid recommendations based on objective pursuit criteria 
  • Identify and execute teaming strategies with primes and subcontractors 
  • Engage directly with partners and customers to shape requirements and positioning 

 

Writing and Proposal Support 

  • Write and/or directly contribute to capture artifacts including: 
    • win themes 
    • executive summaries 
    • management approach content 
    • past performance narratives 
    • solution summaries 
    • RFIs and capability statements 
    • Support proposal teams with clear direction, compliance inputs, and written content as needed 

 

Internal Discipline and Accountability 

  • Drive execution without needing repeated working sessions or oversight meetings 
  • Maintain accurate capture documentation and measurable progress updates 
  • Ensure opportunities entering proposal are mature, actionable, and positioned to win 

 

Measures of Success (First 90 Days) 

  • A validated Federal Health opportunity pipeline with clear pursuit recommendations 
  • A prioritized list of expiring task orders and addressable recompetes 
  • Capture plans and win strategies produced for top pursuits 
  • Mature opportunities transitioned into proposals with clear win themes and direction 

 

Reporting 

  • This position reports directly to the CEO and works closely with technical leadership, operations, and proposal management.

Required Qualifications 

  • 8+ years of capture management experience in Federal contracting 
  • Proven success leading captures through award (not just proposal participation) 
  • Strong knowledge of Federal Health agencies and acquisition environments 
  • Demonstrated experience with IDIQ/task order capture environments 
  • Ability to produce capture deliverables with minimal supervision independently 
  • Strong writing skills with the ability to produce proposal-ready content 

 

Preferred Qualifications 

  • Direct experience supporting captures at HHS, CMS, NIH, CDC, HRSA, or related agencies
