Requirements:

  • Provide overall management and oversight of the task order, ensuring contractual requirements, performance standards, and QA for all deliverables; serve as the primary point of contact for communications, performance issues, and contract modifications; coordinate with the COR and HACG-30 Team Leader on workload, progress, risks, and mitigations; ensure compliance with applicable federal grants regulations (2 CFR Part 200 and DOT guidance).
  • Staff leadership and oversight: manage, supervise, and support grants management staff, including scheduling, workload distribution, performance monitoring, and quality control; approve timesheets and leave; facilitate onboarding and coordinate surge staffing as needed.
  • Reporting and deliverables: ensure timely and accurate submission of monthly progress and status reports, work trackers and performance documentation; maintain up-to-date records in government systems; respond promptly to government inquiries.
  • Stakeholder engagement and continuous improvement: participate in meetings with government stakeholders, maintain professional communication with FHWA staff and grant recipients, and identify process improvements and efficiency opportunities.

Description

The Project Manager (PM) serves as the primary point of contact and overall lead for the Grants Management Support Services task order supporting the Federal Highway Administration (FHWA), Cooperative Agreements and Non-State Grant Awards Division (HACG-30). The PM is responsible for overseeing contractor personnel, ensuring compliance with federal grants regulations, managing performance and deliverables, and coordinating closely with the Government Contracting Officer’s Representative (COR) and FHWA leadership.



Key Responsibilities


Program & Contract Management

  • Provide overall management and oversight of the task order, ensuring all contractual requirements and performance standards are met.
     
  • Serve as the primary point of contact for all task order-related communications, performance issues, and modifications.
     
  • Coordinate with the COR and HACG-30 Team Leader to discuss workload, progress, risks, and mitigation strategies.
     
  • Ensure compliance with all applicable federal regulations, policies, and procedures governing grants and cooperative agreements, including 2 CFR Part 200 and DOT financial assistance guidance.
     
  • Lead quality assurance efforts for all work products delivered to the Government.
     

Staff Leadership & Oversight

  • Manage, supervise, and support grants management staff, including scheduling, workload distribution, performance monitoring, and quality control.
     
  • Approve timesheets, manage leave requests, resolve employee issues, and implement corrective actions as needed.
     
  • Facilitate onboarding of new contractor staff and ensure all onboarding requirements are completed accurately and on time.
     
  • Monitor staffing levels and coordinate surge support when required.
     

Reporting & Deliverables

  • Ensure timely and accurate submission of all required reports, including:
     
    • Monthly Progress Reports
       
    • Monthly Status Reports
       
    • Work trackers and performance documentation
       
  • Maintain up-to-date records, staffing rosters, and project documentation in Government-designated systems.
     
  • Respond promptly to Government inquiries and requests for status updates or clarification.
     

Stakeholder Engagement

  • Participate in and facilitate meetings with Government stakeholders as required.
     
  • Maintain professional, timely communication with FHWA staff, grant recipients, and internal contractor teams.
     
  • Support continuous improvement by identifying process enhancements and efficiency opportunities.
Requirements
  • Bachelor’s degree in business, management, public administration, or a related field.
     
  • Minimum of 10 years of direct experience supporting competitive federal grants and cooperative agreements.
     
  • At least 5 years of experience managing teams, including direct supervision of multiple staff members.
     
  • Demonstrated expertise across the full federal grants lifecycle, including pre-award, post-award, and closeout activities.
     
  • Strong knowledge of federal grants regulations, including 2 CFR Part 200, DOT policies, and related guidance.
     
  • Proven experience managing labor-hour or similar federal contracts.
     
  • Excellent verbal, written, presentation, and customer service skills.
     

Preferred Qualifications

  • Experience supporting competitive/discretionary federal grant programs (non-formula, non-block grants).
     
  • Familiarity with federal grants management systems such as ESC PRISM, GrantSolutions, FMIS, or similar platforms.
     
  • Experience supporting construction or infrastructure-related grant programs.
     
  • Strong proficiency with Microsoft collaboration tools (SharePoint, Outlook, Excel) and adaptability to Google-based environments.
Salary Description
100,000 - 145,000
