Engineering degree with QA/QC experience: 10+ years (or Higher National Certificate with 15+ years; or high school with 20+ years QA/QC experience)
Certified Welding Inspector (CWI or CSWIP) or approved equivalent
Coating Inspector Certificate (NACE, SSPC or BGAS) or approved equivalent
Working knowledge of oil and gas quality practices and international codes (ISO 9001, API Spec Q1, ISO 29001, ISO 10006) and familiarity with relevant codes/standards (ASME, API, AWS, NACE)
Requirements:
Administer inspection and surveillance activities for the assigned project scope; maintain and update the Surveillance Matrix and SAPs; coordinate surveillance hours and personnel
Coordinate with the project team to select qualified inspection agencies/inspectors, supervise staff, and ensure activities align with project requirements
Participate in RFQ reviews, select inspectors, prepare Work Releases, issue Surveillance Assignment Packages, and ensure timely distribution of updated documents to inspectors
Monitor non-conformances, drive corrective actions, maintain status reports, review ITPs and final equipment dossiers, and ensure compliance with TI and data integrity requirements
Job description
This is a remote position.
The Procurement Quality Coordinator (PQC) will have the overall responsibility for administering the inspection and surveillance activities for the assigned project scope of work.
PQC Maintain and update the Inspection and Surveillance document as needed changes are identified.
Coordinate with the project team to develop overall project surveillance philosophy and prepare an estimate of surveillance hours and personnel to execute the program contained herein.
Coordinate the interview process and selection of qualified inspection agencies and inspectors ensuring that each has a qualification level sufficient to meet Santos’s requirements.
Maintain adequate staffing for the execution of the project.
Supervise the activities of each Contractor Procurement Quality Coordinator and Santos inspectors to ensure that their activities are consistent with this document and project requirements.
Participate in the review of RFQ packages to include the development of an order specific Surveillance Matrix based upon budgetary requirements and the review of drawings and specifications.
Participate in the selection of inspectors of Contractor and Santos for each assignment.
Prepare Work Releases prior to each Agency Inspector is assignment.
Ensure that each inspector receives a complete and accurate Surveillance Assignment Package (SAP) in a timely manner. SAP should be sent to the inspector prior to anticipated pre-fabrication meetings or first inspection visit.
Ensure that the inspector is in receipt of updated or revised specifications, drawings and pertinent correspondence per the Project Distribution Matrix.
Attend pre-award meetings and pre-fabrication meetings as necessary to ensure that vendors and inspectors are familiar with the project and order requirements.
Provide direction and support to the project and inspectors for the resolution of non conformances.
Maintain an overall status report of ongoing inspection and surveillance activities.
Provide routine status reports to Project Quality Manager, or the Project Manager as appropriate.
Ensure that all non-conformances are properly monitored and routed through the Project Procurement Quality Coordinator, and/or the Project Manager, as appropriate, for resolution.
Participate in the resolution and corrective action necessary to resolve a non-conformance.
Participate in critical surveillance activities to maintain consistency and ensure that inspectors are performing activities as outlined in their assignment.
Consult with Engineering, Procurement, Construction and others as necessary.
Reviews, selects owner inspection points and approves contractor ITPs and special processes such as welding, NDE, coating, insulation, hydro-testing etc.
Notify Company QA/QC Manager of significant problems identified by the inspector and initiating timely follow-up and close-out.
Review and comment on selected Inspection & Test Plans (ITPs) on behalf of Company.
Monitor and assesses inspection reporting / performance of inspection and surveillance personnel and advises the Company QA/QC Manager.
Control and manage the site activities, documentation and records to ensure meeting Technical Integrity (TI) and data integrity requirements, including the compliance of Codes & Standards, RFI process and Management of Change (MoC).
Review Final Equipment and Package Dossiers.
Requirements
A university degree in engineering with a total of ten (10) years QA/QC experience or Higher National Certificate in Engineering or approved equivalent with a total of fifteen (15) years QA/QC experience or High School Graduate with twenty (20) years QA/QC experience is required.
Certified Welding Inspector (CWI or CSWIP) or approved equivalent is required.

Working knowledge of oil and gas quality practices and international codes (ISO 9001, API Spec Q1, ISO 29001 and ISO 10006).
Knowledge of applicable codes and standards (i.e., ASME, AISC, ASTM, API, AWS, NACE etc.).
Must be able to read, interpret and communicate (both written and verbally) detailed technical concepts in English.
Must be proficient in general computer use including in Microsoft Office, Outlook, Word and Excel.
