Roles & Responsibilities

  • Experience in Organizational Change Management (OCM) in large, complex IT programs (ideally government/Medicaid).
  • Proficiency with Enterprise IT systems, system integration principles, and project/quality/test management best practices.
  • 3+ years of experience using Microsoft Project, Word, Excel, PowerPoint, Access, and Adobe software.
  • Created program-wide Organization Change Management plans and training plans to guide business acceptance of changes.

Requirements:

  • Serve as IT Quality Assurance (QA) Specialist within the Medicaid MES program, focusing on implementing organizational change across the program.
  • Lead change management activities to enhance organizational readiness, stakeholder engagement, and effective communication.
  • Develop and maintain Organization Change Management artifacts (plans, training materials) and guide business acceptance of changes to improve program performance and deliverable quality.
  • Manage multiple priorities in a fast-paced, deadline-driven environment and coordinate with stakeholders to ensure successful outcomes.

Job Description :

NC Department of Health and Human Services (DHHS) Information Technology Division (ITD) seeks an IT Quality Assurance (QA) Specialist to join the Medicaid Enterprise System (MES) program. focusing on implementing organizational change cross the program.

Quickly senses the unwritten tone, tide, and climate of an organization

Understands an organization's vision and key objectives and designs the appropriate change strategy
Challenges an organization's status quo via actionable change tactics
Focuses on long-term, measurable outcomes
Assesses and adjusts tactics when needed

Technically Astute:
Digests complex, technical concepts and determines how stakeholders are impacted
Familiar with project management methodologies and software development life cycles
Proficient in incorporating people readiness activities into overall project activities

The ideal candidate will have experience working in Organizational Change Management (OCM) in large, complex programs which change the operating approaches and processes of large groups of people. This person will have experience with large IT programs that impact multiple business areas and ideally government and Medicaid experience. This person understands the relationship between program quality and achieving measurable outcomes, with successfully managed change. The ideal candidate has created a program-wide Organization Change Management Plan, training plans, and other artifacts associated with guiding business acceptance of changes over time. The ideal candidate also has experience identifying 'pain points' in programs and has guided the resolution of these 'pain points' through implementing measures and ultimately improving program performance and deliverable quality.
