Data Governance Consultant

JPI is hiring a Data Governance Consultant with 10+ years of experience to support the United States Coast Guard (USCG) Contracting and Procurement (C&P) Modernization initiative in alignment with Force Design 28 priorities. This role drives data governance, analytics, standardization, and modernization efforts, helping streamline and optimize the end-to-end contracting and procurement lifecycle for improved efficiency, compliance, and mission readiness. 

The role requires deep expertise in federal contracting and procurement processes, combined with advanced skills in data governance, enterprise data architecture, data mapping, and analytics. The Data Governance Analyst will lead governance frameworks, data standardization, and workflow optimization, collaborating with C&P stakeholders, system owners, IT teams, acquisition professionals, and cross-functional teams across JPI and the USCG. They will provide thought leadership on data governance policies, Unified Data Dictionaries, enterprise data modeling, and process documentation across all contracting & procurement phases to support system integration, eliminate redundancies, enhance data quality, and enable data-driven decision-making.

Responsibilities Include:

Data Governance & Modernization Leadership 

• Lead data governance initiatives for the USCG C&P Modernization effort, establishing policies, standards, processes, and controls that streamline contracting and procurement workflows while ensuring regulatory compliance and data integrity. 
• Develop, maintain, and publish a Unified Enterprise C&P Data Dictionary, standardizing terminology, definitions, metadata, and usage across disparate C&P systems, stakeholders, and acquisition processes. 
• Identify, analyze, and resolve data redundancies, inconsistencies, and quality issues to optimize procurement performance, reduce risks, and support seamless system integrations. 

Data Mapping, Architecture & Workflow Documentation 

• Design and implement comprehensive enterprise-level data maps, high-level architectures, and artifacts covering multiple C&P systems, clearly documenting data flows, integration points, dependencies, handoffs, and workflows through all Acquisition Lead Time (ALT) phases. 
• Develop and operationalize data lineage frameworks, including metadata management, source-to-target documentation, transformation logic tracking, and cross-system dependency analysis. 
• Create detailed Data Flow Diagrams (DFDs), Entity Relationship Diagrams (ERDs), process models, and other enterprise architecture deliverables using tools such as Visual Paradigm, or equivalents to facilitate understanding, modernization planning, and stakeholder alignment. 
• Map the full federal contracting and procurement lifecycle—from planning and requirements development through solicitation, award, administration, and closeout—with strong emphasis on ALT phase dependencies, data transformations, and opportunities for process/governance improvements. 

Data Analytics, Insights & Reporting 

• Perform in-depth data analysis on complex datasets from contracting, financial, and ERP systems to uncover trends, inefficiencies, compliance gaps, and optimization opportunities. 
• Deliver actionable insights, governance reports, dashboards, and visualizations to USCG stakeholders, promoting transparency, informed decision-making, and continuous improvement in the C&P ecosystem. 
• Support decision-making for system integration, modernization priorities, and governance enhancements aligned with Buy Better Revolution goals and federal acquisition standards. 

Stakeholder Engagement & General 

• Collaborate closely with cross-functional teams (C&P, acquisition, IT, finance, program offices) to gather requirements, validate data/governance needs, and ensure alignment with USCG objectives, FAR/DFARS, and other regulatory requirements. 
• Document and drive adoption of governance frameworks, data architectures, processes, and artifacts from initial assessment through implementation and ongoing sustainment, ensuring standards are operationalized across all ALT phases and C&P systems 
• Provide mentorship and knowledge transfer to team members on federal contracting data practices, governance best practices, and tools. 
• Monitor governance deliverables, data quality metrics, risks, and compliance to drive high-impact, reliable outcomes. 

• BA/BS degree with 10+ years of relevant experience in data governance, enterprise data architecture, analytics, or related fields; or Master’s degree with 8+ years of experience. 
• Must have direct, hands-on experience working in or supporting federal contracting and procurement environments (e.g., Time & Expense, federal ERP/financial systems, acquisition of lifecycle processes, or similar). 
• Proven expertise in data governance, including policy development, data standardization, quality management, metadata, and compliance in complex enterprise settings. 
• Strong track record creating enterprise data models, Unified Data Dictionaries, DFDs, ERDs, workflow/process documentation, and governance artifacts for multi-system federal environments. 
• Proficiency with enterprise architecture and modeling tools (e.g., Visual Paradigm, or equivalents) and data visualization/analysis platforms (Power BI, DataBricks, SQL, Collibra, Qlik Sense). 
• Solid understanding of federal acquisition regulations (FAR), ALT/PALT guidance, and the contracting/procurement lifecycle across all ALT phases. 
• Excellent written and verbal communication skills to engage technical teams, senior stakeholders, and federal clients effectively. 
• Proficiency in Microsoft Office suite (Word, Excel, PowerPoint, Outlook) and strong data manipulation skills. 
• Demonstrated ability to build trusting client relationships, manage priorities, and thrive in deadline-driven federal projects. 
• Self-starter capable of independent and collaborative work in a hybrid environment. 
• Must hold active Public Trust or other appropriate security clearance (or be eligible and willing to obtain one). Must be a U.S. Citizen. 

Preferred Experience 

• Direct experience supporting the United States Coast Guard, DHS, or other federal agencies in contracting/procurement modernization. 
• Hands-on involvement with federal ERP systems, data migrations, ETL processes, data warehousing, or compliance reporting (e.g., SAS-70, financial/audit support). 
• Experience with Agile/Scrum methodologies and tools (Jira, Azure DevOps, Microsoft Planner). 
• Familiarity with federal data management policies, IT standards (FedRAMP, NIST), accessibility (Section 508), and records management.
