Roles & Responsibilities

  • Experience in contract negotiation and vendor oversight.

Requirements:

  • Lead and manage a cross-functional operations team supporting statewide recycling modernization efforts and coordinate with Oregon CAA functional leads (Recycling Operations Manager, PRO RecycleOn Center Manager, Communications Manager).
  • Oversee contracting processes to support system expansion, PRO RecycleOn Centers, contamination reduction funding, vendor performance, compliance, and renewals.
  • Develop and implement internal operational strategies aligned with Oregon CAA goals and regulatory requirements, including materials management and investment execution when needed.
  • Supervise regional technical specialists delivering local support for system expansion funding, PRO RecycleOn Center development/operations, and regional education/outreach campaigns; balance workloads and deploy resources to maximize value.

Role Overview

The Program Operations Manager is responsible for leading the operations team that delivers cross-functional support to program areas implementing the Recycling Modernization Action in Oregon. This role ensures seamless coordination across contract management, materials strategy, and regional technical support functions for system expansion funding, PRO RecycleOn Centers, and education and outreach.

Key Responsibilities

Operational Leadership

  • Lead and manage a cross-functional team supporting statewide recycling modernization efforts.
  • Oversee contract management processes, including vendor performance, compliance, and renewals.
  • Develop and execute internal operational strategies that align with Oregon CAA’s goals as stated in the program plan and Oregon’s regulatory requirements.

Materials Management

  • Oversee the work undertaken by the Materials Management lead, ensuring that all materials work and outcomes are integrated into the workstreams of the core functional areas.
  • Enable efforts related to Specially Identified Materials, ensuring compliance and research learnings are broadly shared internally through CAA.
  • If material strategies necessitate investments, coordinate contracting and execution of investments in cooperation with core functional program leads.

Contract Oversight

  • Oversee contracting processto support core compliance areas of system expansion,RecycleOnCenters, and contamination reduction funding.

Regional Technical Support

  • Supervise regional technical specialists providing local support for: 
    • System expansion funding initiatives
    • PRORecycleOnCenter development and operations
    • Regional education and outreach campaigns
    • Ensure regional specialist team’s workload is balanced and regional resources are regularly deployed in a way the continues to bring value to the Oregon CAA team and supports the performance goals outlined in the program plan.

Internal CAA Coordination

  • Serve as a liaison between Oregon CAA and other national and state teams, sharing learnings and best practices. 
  • Represent the Oregon team in internal CAA team meetings as needed. 
  • Foster strong working relationships with the core functional leads on the Oregon team, including the Recycling Operations Manager, the PRO RecycleOn Center Manager and the Communications Manager. This role will coordinate with each of the functional leads to identify the regional support priorities and ensure oversight of the regional support.
  • Other job related duties as assigned.

Qualifications

  • A Bachelors degree, and 7+ years of experience in program operations, preferably in recycling, sustainability, or public infrastructure.
  • Proven leadership in cross-functional team management.
  • Strong understanding of Oregon’s recycling systems and EPR legislation.
  • Experience in contract negotiation and vendor oversight.
  • Excellent communication and organizational skills.
  • Experience working with local governments and community organizations is preferred.
  • Mustpossessor be able to obtain a valid Driver's License withcleandriving history.
  • Must be able totravel regionally across Oregon as needed.

Compensation & Other Information

  • Location:Fully Remotein Oregon
  • Pay Rate: Based on a variety of factors in accordance with applicable law including the successful candidate’s relevant experience, skills, knowledge and experience.
  • Reports To: Oregon Executive Director
