Position Title: Off-Site Program Manager
Location: Remote (with interaction with WFLHD staff)
Agency: Federal Highway Administration – Western Federal Lands Highway Division (WFLHD)

Summary:

The Off-Site Program Manager (PM) is responsible for the overall management and supervision of contract operations for administrative support services provided to WFLHD. This role ensures that qualified personnel are assigned to all positions under the task order and that services are delivered efficiently, accurately, and in compliance with contract requirements.

Key Responsibilities:
  • Oversee all aspects of contract execution, including staffing, scheduling, budgeting, and quality control.
  • Hire, terminate, and manage staff and subcontractors.
  • Maintain effective communication with the COR and CO.
  • Ensure compliance with safety protocols and professional development standards.
  • Develop and implement quality control plans and ensure continuous improvement.
  • Monitor performance and ensure deliverables are met within scope and schedule.
  • Submit required reports, including monthly progress and annual performance evaluations.
Minimum Qualifications:
  • Education: Bachelor’s degree in any field.
  • Experience: Minimum of 5 years of current, relevant experience managing and leading administrative support personnel.
  • Skills: Strong oral and written communication skills; ability to interact with individuals at all levels.
