Position: We’re looking for a Joint Proponent for Security SME (JPS SME): NORTHCOM & Western Hemisphere regions to support a government contract with the Defense Security and Cooperation Agency (DSCA) and the new Irregular Warfare Center (IWC). The JPS SME: will be responsible for assisting the IWC team in a variety of capacities, to include developing strategic Framework for security to IW ESC, policy research, preparing briefings and presentations, scheduling, internal and external meeting preparation, and other administrative tasks. The JPS SME will work closely with the Deputy Operations, the COS, and the Director in carrying out these duties. The ideal candidate will bring experience working in leadership roles in the USG and work with other government agencies with a high level of self-motivation and interest in IWC’s core issues. Duties include supporting team logistics such as the creation and maintenance of a drafting of key documents, engaging internal and external partners for the IWC, strategic communications planning, and talking points. This is a part-time opportunity reporting directly to the Deputy of Operations. 


Responsibilities:

  • Provide support and assistance to Principals and Directors strategic messaging and on a variety of client-facing projects.
  • Develop a strategic framework for security suitable for submission to the IW Executive Steering Committee (ESC) / Working Group (WG) IAW the IW ESC/WG review schedule.
  • Integrate security frameworks into Joint Doctrine and provide presentations to stabilization stakeholders across the DoD and IA on proposed frameworks for security to build consensus.
  • Produce summary memos of hearings, panels, webinars, and conference calls.
  • Prepare briefing materials for Principals, clients, and government-facing meetings.
  • Track legislation and other developments in a wide range of issue areas including authorities, budget and directives.
  • Serve as the primary point of contact for outside communications, including managing government/vendor.
  • Monitor press related to IWC concerns and draft responses, in addition, to creating engagement for communications 
  • Support and attend IWC hosted events with clients and Members of Congress.
  • Serve as the to support outside communications, including managing government/vendor strategic messaging and social media management
  • Individually contributes to team objectives and outcomes under little supervision with great latitude for independent judgment.
  • Developing responsibility for functional work outcomes and goals as defined by management.
  • Interface with internal and/or external clients including collecting, collating, furnishing, and exchanging information.
  • Utilize strong communication skills to explain, interpret, and summarize new and existing information.
  • Work with other administrative staff, both internally and externally, to execute team meetings and logistics.
  • Additional duties as determined.
Requirements
  • Masters Degree in a related field plus seven or more years of professional work history.
  • Three or more years of experience working in IW and within USG.
  • Strong research skills.
  • Work style exhibiting a high level of discretion and independent judgment.
  • Proficient in Microsoft Office Suite and Google Suite.
  • Ability to manage multiple, shifting priorities under tight deadlines while performing in a fast-paced, team-oriented environment.
  • Ability to obtain Secret Clearance.

Preferred Experience:

Current Secret or higher clearance.

Compensation & Benefits

Compensation varies based on factors such as location, experience, and skill set. For positions based in California, Colorado, D.C., Maryland, New York, or Washington, the salary range is $70,000 – $150,000 (if annualized).
