Job description

This is a 100% Remote Position
Pay Range: $80 $86 Per hour

POSITION SUMMARY:
*** Health System (BMCHS) is a ~*** billion integrated academic health care system whose purpose is to transform the outcomes of low(er) income and vulnerable populations in Massachusetts, New Hampshire and beyond. Anchored by ***, BMCHS has evolved to encompass six major entities: ***, WellSense Health Plan, Boston University Medical Group, Boston HealthNet (a network of community health centers), Boston Accountable Care Organization, and Clearway Health (a specialty pharmacy services provider). BMC Health System occupies a unique position in the MA and US healthcare landscape. Over 60% of clinical care is in (near) full risk arrangements, and there is a strong commitment to value based care, and to addressing the core health drivers (social determinants of health) in the communities that BMCHS serves. BMCHS’s patients disproportionately come from communities of color, so BMCHS is deeply invested in addressing health inequities both within the organization, and in partnership with community organizations. Through WellSense Health Plan, BMCHS covers over 40% of all Massachusetts’ Medicaid members in exclusive payerprovider partnerships with eight accountable care organizations. Lastly, BMCHS’s academic enterprise provides a strong foundation of talent to study and disseminate its experience and to shape the health system more broadly. The Digital Transformation Consultant (Capacity Management) will report to the Chief of Staff of the Chief Digital Information Officer and play a pivotal role in modernizing the BMCHS IT organization’s resource and capacity management processes. This role will quickly come up to speed on the IT team’s legacy resource and capacity management tools and processes and help the evolve their capabilities to align with the needs of the organization. 1. Partner with IT leaders and staff across Operations, Applications, Infrastructure, Security, Service Desk, Project Management Office, and other stakeholder groups to conduct thorough assessments of how IT work gets ingested, distributed, prioritized, and completed. Identify current state gaps in how BMCHS IT accounts for resource capacity, assigns resources to different bodies of work, and reprioritizes work with an understanding of resource capacity.
2. Facilitate meetings, workshops, andor focus groups with IT leadership to collect feedback on how capacity management and staffing work today, prior enhancement efforts, and barriers to potential capacity and resource management enhancements.
3. Design a comprehensive strategy for modernizing resource and capacity management practices. Implement low barriertoentry processes for improving capacity management practices, balancing idealstate, realtime visibility into resource capacity with realistic expectations regarding change management within a legacy team. Consider implementation phases in order to ensure longerterm success.
4. Develop simple processes and templates for capturing work details and managing resource allocations effectively
5. Partner with IT leaders to establish capacity reservation standards in order to ensure teams have sufficient time to complete maintenance, “keep the lights on” work while balancing the need to address projects, requests, and incidents.
6. Establish a governance structure around capacity management with clear roles and responsibilities (e.g., resource managers, portfolio managers, project managers) to ensure a standardized approach to capacity management across the IT organization.
7. Design and implement reporting tools and processes for understanding capacity constraints in order to influence executivelevel decision making around project prioritization, team staffing and budgeting, and downstream business impacts.
8. Establish metrics to assess the effectiveness of implemented processes and make necessary adjustments based on feedback and performance data
