IT Developer (Remote) – Washington, DC


Clearance Required: Public Trust Tier 2 (must be able to obtain and maintain)
Employment Type: Full-Time W2


Position Overview

Our client is seeking a highly skilled IT Developer to provide development and support services for the Congressional Budget Office (CBO). The ideal candidate will bring strong technical expertise in application and backend development, cloud services, and front-end design, with proven experience delivering secure, efficient, and scalable solutions. This position requires U.S. citizenship and the ability to obtain a Public Trust Tier 2 clearance.


Key Responsibilities

  • Design, develop, and maintain secure and scalable web applications using C#, ASP.NET MVC, ASP.NET Core, Web API, and Node.js.
  • Build and optimize SQL queries, stored procedures, and functions with a focus on database performance tuning.
  • Develop and maintain RESTful APIs and web services (MVC, WCF, Web APIs).
  • Design and enhance front-end interfaces using HTML, JavaScript, jQuery, CSS, Bootstrap, Chart.js, and other modern libraries.
  • Implement middleware, dependency injection, and authentication/authorization mechanisms within ASP.NET Core applications.
  • Leverage AWS cloud services to deploy, maintain, and scale applications.
  • Create and maintain automation scripts using Bash, PowerShell, or Perl.
  • Collaborate with stakeholders to translate requirements into technical solutions that align with CBO’s mission.
  • Use GitHub Enterprise for version control, branching strategies, and code reviews.
  • Ensure compliance with security standards and data protection policies for federal IT systems.


Requirements

Required Qualifications

  • 5–8 years of experience in software development with a strong emphasis on ASP.NET, SQL, and web application design.
  • Proficiency in C#, ASP.NET MVC/Core, JavaScript, jQuery, Node.js, CSS, HTML, Bootstrap.
  • Strong SQL skills (stored procedures, performance tuning, query optimization).
  • Experience with AWS cloud platforms.
  • Hands-on experience with RESTful API development and web services.
  • Strong understanding of secure coding practices and user authentication/authorization.
  • Proficiency with GitHub Enterprise for code management and collaboration.
  • U.S. Citizenship (required).
  • Ability to obtain and maintain a Public Trust Tier 2 clearance (FBI background check and U.S. Capitol Police fingerprinting required).

Preferred Qualifications

  • Bachelor’s degree in Computer Science, Information Technology, or related field.
  • Industry certifications such as:
    • Certified Software Development Professional (CSDP)
    • Certified Secure Software Lifecycle Professional (CSSLP)
    • GitHub Actions Certification
    • AWS Certified Developer
