This position is part of the Implementation and Enhancements (I&E) unit within Vendor Managed Services (VMS) and supports the State Based Marketplace program.

The VMS Information Technical Manager acts on the authority of the IT Director of VMS to oversee development, ongoing operations, contract adherence, and performance management of services provided by vendors. This position will work collaboratively with all Office of Information Services (OIS) groups, business units, project leadership, other state agencies and third-party providers. These services are used in the service delivery in support of the shared Health and Human Services programs.

What We Are Looking For

Minimum Qualifications: These qualifications must be visible in your application for consideration.

EXPERIENCE AND EDUCATION

Six years of supervision, management, or progressively related experience;

OR

Three years of related experience and a bachelor's degree in related field.

  • Management experience in application and system development, support, maintenance and administration, application and enterprise service architecture and data analysis.
  • Managing a team of technologists who utilize such platforms as
    • Software as a service (SaaS)
    • Infrastructure as a Service (IaaS)
    • Platform as a Service (PaaS)
    • Solution architecture
    • RDMB, Oracle, SQL Server
    • Server architecture and infrastructure, Microsoft Windows Server 2008/2012, Azure
    • Virtual server infrastructure, load balancers, firewalls
    • Vendor and contract management
    • SDLC and Release Management

Special Requirements: All positions in OHA require a Criminal Background Check and an Abuse/Neglect Check. Fingerprints may be required. To be hired, you must have a criminal and abuse/neglect records check that meets OHA criteria at the time of hire, and throughout employment.

Working Conditions:

This position involves frequent contact with executives, management, and staff both internal and external to the organization. It requires working with a variety of people and situations, which requires the incumbent to exercise diplomacy. Confidentiality of information must be always maintained. There can be frequent interruptions, demanding timeframes, and non-traditional working hours. While performing the duties of this job, you will be in an open landscape environment and may be exposed to the sounds and activity of those working around you. These conditions may be in high traffic areas with moderate to loud noises. Often travel to meetings is required with some travel to trainings and conferences within the state and outside of the state. The location of this position is in an office, cubicle and/or an agreed upon remote work environment with significant use of a computer and video conferencing.
