Position Summary
We’re seeking an experienced Editor in Chief. PRISM is a forum for advanced scholarship and policy insight on complex and integrated national security operations in the evolving threat environment; including reconstruction, stabilization, irregular warfare, state-building, hybrid and gray-zone conflict, and lessons from the past 20 years. The target audience includes U.S. Federal agencies, allies, and other partners. The Editor in Chief has two major responsibilities. One is the production of PRISM. The other is to ensure critical thinking and evolutionary ideas on matters pertaining to complex operations by fostering a community of interest through engagement and around the journal PRISM.
Duties
- Lead efforts to produce and publish the journal PRISM. PRISM will operate as a high-quality academic and policy journal on topics related to integrated national security operations; reconstruction, stabilization and nation building operations. The incumbent ensures that submissions are subject to a rigorous peer-review process to certify that all published material is accurate, authoritative, logically sound, well-written and worthy of influencing national security decision-making. The incumbent is responsible for attracting quality submissions from qualified authors. The incumbent will maintain a verifiable, peer review process and pool of qualified reviewers. The incumbent will also manage the editorial and publishing process to ensure that editions are timely and high quality. PRISM will make full use of electronic publication/distribution and social media outreach as resources permit. Finally, he/she will ensure that PRISM is published within the available budget and complies with all NDU and DOD policies. As Editor in Chief of PRISM, you will establish and execute a long-term production schedule, peer review, editorial, layout, and production processes as well as an outreach strategy. These schedules, processes and strategies will provide a predictable workload for the staff. He/she will use these tools to manage small PRISM staff and integrate with the larger support element of the Government Printing Office.
- Develop a community of interest through engagement and assertive outreach around the journal PRISM. Engage and collaborate across the national security community to promote novel thinking and insights on issues pertaining to complex and interagency operations. The incumbent will research, engage, and identify new audiences and partners, as appropriate. Engagement activities may include writing peer-reviewed research or policy articles that provoke new thoughts or insights, the use of social media, sponsoring conferences or other intellectual gatherings, and establishing mutually-beneficial relationships with other think tanks, journals, and organizations, both national and international to extend the impact of the journal with influential audiences.
- Manage the Copy Editor of PRISM, ensuring they have clear guidance and the support they need to deliver PRISM effectively.
Responsibilities:
- Publish a world class professional journal on a bi-annual basis.
- Coordinate across the Department and Interagency.
- Identify regional research requirements (CoE).
- Produce regional Insights, Journal articles, reports, SM posts.
- Identify & report on regional IW Lessons Learned.
- Coordinate regional key leader engagements (KLE).
- Advise IWC on regional IW activities, events etc.
- Map and build the IW community of interest of the DOD, the USG, international partners, industry, and academia, to support IWC educational engagement.
- Manage, prioritize, and develop relevant content for publication on a quarterly basis for IWC and conduct outreach with Partners, Allies and Civilian institutions to amplify IWC’s mission and vision.??
- Gain, maintain, and grow the IWC community of interest and network to increase efficiencies and fusion on all aspects of the IW problem and solution set.
- Work closely with the other chairs to ensure IWC efforts are synchronized and mutually supportive.??
- Perform other duties, as assigned.
- PhD in related field of Irregular Warfare, such as national security or international relations.
- Ten (10) years of experience as editor or co-editor in chief of world class publication.
- Ten (10) years of senior level experience in the field of irregular warfare.
- Must be able to travel and work occasional evenings and weekends.
- Must be able to obtain Secret security clearance.
- Advanced understanding of the policy process of Washington, D.C. diplomatic and military organizations and cultures, and the ability to interact with senior foreign representatives.
Preferred Qualifications:
- Located within 50 Miles of NCR.
- Fifteen (15) years’ experience in IW at senior level positions.
- Active Top Secret Security clearance.
Location:
This position is a remote role, with up to 10% travel. Located within 50 Miles of National Capital Region

Competitive Compensation & Benefits
Compensation varies based on factors such as location, experience, and skill set. For positions based in California, Colorado, D.C., Maryland, New York, or Washington, the hourly range is $35.00 – $50.00.
