Job Description:

Opportunity Awaits, Apply Today! – Information Technology Contract Analyst (Operations and Policy Analyst 4) This is a Work Out of Class opportunity, available to current State of Oregon employees.

This position is part of the Information Technology Contract and Consulting Team (IT-CCT) unit within Vendor Managed Services (VMS). As an Information Technology Contract Analyst, you will provide procurement support, vendor and contract management administration for the agency's major outsourced systems through its primary vendor. This may include managing the vendor relationship, reviewing and coordinating change requests for this mission critical system. You will review and analyze contractor reports to ensure the contractor is meeting contractual requirements; review and approve proposed system fixes by vendor; work with executives and system users to ensure business needs are being supported; and work with executives, business owners, business users on prioritization of system enhancements with the terms and conditions of the contract with vendor. 

Assignments will shift over time, as programs move into sustainable operations, and/or shift to less risky phases. This role includes working with executive and senior management teams across the agencies to ensure that objectives and goals of the program are met and/or adjusted, as strategic direction and goals are refined over time.

What We Are Looking For

Minimum Qualifications: These qualifications must be visible in your application for consideration.

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Special Requirements: To be hired, you must have a criminal records check that meets OHA criteria at the time of hire, and throughout employment.

The programs that this position will be responsible for are typically key to the Governor's and the agency Directors' top agenda items. These programs may carry political sensitivity both nationally and within the state. Failure will likely severely compromise Oregon's efforts to address additional needs and gain federal and state funding and support.

Special Skills needed for this position?

Successful candidates will have recent experience in one or more of the following in the last 10 years:

  • Experience with large Information Technology Contract Management and Administration (greater than 10 Million).
  • Large Information Technology Contract Management utilizing system integrators; internal and external resources; QA partners; and various oversight groups.
  • Experience overseeing and administering large Information Technology Professional Services Contracts (greater than 10 Million) for infrastructure support, application support, software development, and/or maintenance and operations.
