The Oregon Health Authority (OHA), Public Health Division (PHD), Adolescent Health, ScreenWise & Reproductive Health Section is recruiting for a Senior Policy Analyst (OPA3) to serve as a senior programmatic and policy advisor for the Reproductive Health Program. This position will bring expertise to the state in the following areas: federal and state laws and rules related to access to and provision of reproductive health services; best practices and proven approaches to advancing health equity; health care systems, including local public health, Medicaid, and commercial payers; programmatic operations; and emergent policy issues that impact access to reproductive health care.
You will provide statewide leadership to build capacity, identify problems, develop programs/services, and improve systems by providing oversight and direction to implement systems change and policy that have complex financial, operational, and health related implications, and which aim to increase access to high-quality, culturally, and linguistically responsive reproductive health care and support Oregonians’ reproductive autonomy.
You will serve as subject matter expert for reproductive health and lead both programmatic and policy work.
You will work with staff across OHA and multiple public and private partner agencies to develop collaborative efforts related to reproductive health and to communicate this work to state and national offices.

What We Are Looking For
Minimum Qualifications: These qualifications must be visible in your application for consideration.
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; AND four years professional-level evaluative, analytical, and planning work.
OR
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
