We also develop the Smart Nation infrastructure and applications, and facilitate collaboration with citizens and businesses to co-develop technologies.

As part of the IT Strategy and Planning team, you will play a pivotal role in shaping MOM’s digital transformation, ensuring that initiatives are strategically structured, future-ready, and relevant MOM’s business priorities. You will drive the effective use of digital technology and data, ensuring that digital initiatives are seamlessly integrated into MOM’s policy, business and organisational tech strategies. By leveraging MOM’s Tech Strategy Map (TSM), you will ensure digital transformation efforts deliver measurable impact and achieve business outcomes.

[What you will be working on]
1. Strategic and Organisational Planning for Digital Investments
- Drive the development of MOM’s long-term digital investment roadmap, ensuring that resources, funding, and capabilities are strategically organised and allocated to maximise business impact.
- Drive agency-wide digital capability building, ensuring that technology adoption is meaningful, structured, and impactful.
- Establish a structured approach for evaluating emerging technologies, ensuring that digital tools and platforms deliver tangible benefits to MOM, citizens and relevant stakeholders.
2. Digital Performance Measurement & Impact Assessment
- Define and track strategic metrics to focus, align, and measure the impact of MOM’s digital transformation efforts.
- Ensure data-informed decision-making, providing actionable insights on digital adoption trends, challenges, and areas for improvement.
- Conduct impact assessments to ensure that MOM’s digital investments achieve intended business outcomes.
3. Digital Strategy & Whole-of-Government (WOG) Alignment
- Develop and drive MOM’s digital strategy and priority initiatives, ensuring a cohesive approach to digital transformation across the ministry.
- Ensure MOM’s digital transformation initiatives are strategically positioned to leverage WOG platforms and national AI capabilities, enhancing learning, teaching, and operational effectiveness.
- Align MOM’s digital priorities with WOG initiatives, including the Public Service Transformation (PST), Digital Government Blueprint (DGB), and Smart Nation.
Other ad-hoc tasks/projects where needed.
[What we are looking for]
- At least 5 years of experience in digital strategy, technology planning, or public sector transformation.
- Proven experience in digital strategy planning, investment prioritisation, and data-driven decision-making.
- Experience in steering committee leadership, stakeholder engagement, and cross-division collaboration.
- Strong ability to translate digital and data strategies into actionable plans that drive business outcomes.
- Excellent stakeholder management skills, with experience engaging senior government officials, policy & operational teams.
- Proactively monitor transformation progress, identifying risks and challenges and recommend mitigation strategies.
- Support internal teams, including development and presentation of transformation updates and facilitate strategic planning.
- Ability to thrive in a dynamic, fast-paced environment, with strong multitasking and time management skills.
- Strong communication skills, both verbal and written, comfortable engaging Senior Management Leaders.
