We work collaboratively with the Victorian State Government to ensure we fulfill regulatory requirements, deliver State projects and safeguard customer data. The Victorian State Government retains sole responsibility for road access, infrastructure and safety.

We are seeking a talented and driven individual to join our dynamic Technology Operations team. As a team member, you will play a pivotal role in working with our business and helping to support and provide engineering services to the digital platform.  You will work alongside a group of passionate professionals who are dedicated to delivering innovative solutions that exceed customer expectations.

About the Opportunity 

The Head of R&L Program Delivery leads major transformation initiatives that drive operational efficiency, modernise platforms, and enhance customer experience—supporting VicRoads’ goal of 90% online self-service by FY30. Overseeing the organisation’s largest digital investments, this role combines strategic oversight with hands-on delivery across complex, cross-functional programs. It leads a multi-layered team structure, fosters high performance, and ensures efficient mobilisation. The role also holds senior accountability for executive stakeholder engagement, influencing investment priorities, and delivering high-quality, high-value outcomes.

  • Strategic Delivery Leadership, lead strategic digitisation and operational uplift initiatives aligned to transformation and customer self-service goals. Drive platform modernisation and safe legacy transition, enabling scalable, future-ready capabilities. Embed a pragmatic delivery approach that balances strategic intent with hands-on leadership.
  • Executive Stakeholder Engagement, build and maintain trust-based relationships with internal executives and key delivery partners. Influence strategic prioritisation and investment decisions through outcome-focused engagement, and represent the portfolio in governance forums, planning committees, and leadership discussions.
  • People Leadership and Team Culture, lead a tiered team structure comprising direct delivery professionals and indirect reports via team leads. Foster a high-performance, psychologically safe culture that supports wellbeing, collaboration, and growth. Actively support career development, coaching, and talent progression across delivery disciplines.
  • Lean Resource Allocation, design and deliver a lean delivery structure that optimises team utilisation and resourcing efficiency. Mobilise resources across portfolios to meet demand and deliver high-value outcomes. Recruit and align talent to a flexible, quality-focused resourcing strategy, while driving continuous improvement in delivery efficiency and compliance.
  • Portfolio Planning and Performance, shape the portfolio roadmap and sequencing in collaboration with strategy, operations, and technology teams. Manage interdependencies, resource planning, risks, and benefits to ensure portfolio cohesion, while maintaining high-quality reporting and insights that drive transparency and accountability.
  • Delivery Methodology and Maturity, champion delivery excellence through fit-for-purpose methodologies such as Agile and hybrid. Embed continuous improvement and uplift across delivery teams, partnering closely with the EPMO and Head of Agile Transformation.
  • Financial and Commercial Oversight, oversee delivery budgets, forecasting, and value tracking. Ensure efficient resource utilisation and sound commercial engagement with vendors, while supporting investment proposals and benefit realisation.


 

About you 
You are a seasoned transformation leader with over a decade of experience driving large-scale digital and operational change. With deep expertise in program and portfolio management, you’ve successfully led multidisciplinary teams through complex delivery environments, consistently embedding scalable technologies and modernising legacy platforms.

Certified in project and program management frameworks such as PMBOK, Prince2, MSP, or SAFe, you bring a structured yet adaptable approach to delivery. Your leadership is defined by integrity and accountability—you actively foster a culture of ethical behaviour, ensuring fraud and corruption risks are effectively managed within your teams. You take ownership of implementing the Fraud and Corruption Control Framework and integrity framework, and are committed to creating a transparent and responsible work environment.

Your experience spans digitisation, customer experience platforms, and operational automation, with a strong track record in stakeholder engagement at executive levels. You’ve led high-performing teams, both directly and through matrixed structures, and have demonstrated financial acumen managing substantial portfolio budgets.

Technically, you're proficient with Agile, Waterfall, and hybrid methodologies, and skilled in tools such as Jira, Confluence, and MS Office. Experience with Workday and a background in government or regulated markets further enhance your ability to deliver impactful, customer-centric solutions.
