Description

NAYA Family Center is seeking an experienced Housing Development Manager to provide oversight and direction for real estate development projects, ensure the sustainability of our existing portfolio, and lead our property management operations. This role ensures our properties remain sustainable and supports NAYA’s housing efforts to better serve the community. This position will  provide oversight and direction for project development, from feasibility to lease-up, while leading funding and strengthening key relationships to support NAYA’s real estate growth.

This is a full-time role with work hours of 9 am to 6 pm with a one-hour unpaid lunch. Some evening and weekend work may be required based on project needs. Once training and onboarding are complete, there may be flexibility to work from home 1-2 days a week with supervisor approval.  


The salary for this position is $110,000 - $120,000/year.


Who You Are

  • You have at least five years of experience in real estate development, affordable housing, or property management, including at least three years in a supervisory or leadership role.
  • You have a bachelor’s degree in finance, business administration, real estate development, or a related field (or an equivalent combination of education and experience). A master’s degree is preferred.
  • You have deep knowledge of affordable housing finance, development, and compliance, including working with public and private funding sources.
  • You’re a strong project manager who can juggle multiple priorities, keeping projects on track and within budget.
  • You’re innovative and resourceful, always looking for ways to expand and improve operations.
  • You are skilled in relationship-building and can collaborate effectively with community partners and service providers.
  • You have strong team management skills and are committed to continue developing a strong, mission-driven team.
  • You can stay composed and exercise good judgment in high-stress situations.
  • You are adaptable, flexible, and able to manage changing priorities without compromising the quality of your work.
  • You demonstrate self-awareness, listening deeply, centering others, and taking accountability for your actions.
  • You are familiar with Native American history, culture, and the local urban Native community, and you understand the systemic issues impacting affordable housing.
  • You possess a current Oregon or Washington driver’s license, and the ability to be insured under NAYA’s liability insurance policy (i.e. no more than one major driving violation in the last three years).

What You'll Do

  • Provide oversight and direction for affordable housing and commercial real estate projects, from planning to completion.
  • Ensure the long-term financial and physical health of NAYA's real estate portfolio.
  • Lead NAYA’s property management operations to improve efficiency and tenant services.
  • Manage funding initiatives through grant writing, application preparation, and coordination with public and private funders.
  • Oversee architects, contractors, attorneys, and consultants to support on-time and on-budget project completions.
  • Ensure regulatory compliance, track expenditures, and monitor construction progress.
  • Engage with stakeholders, policymakers, and community partners to advance NAYA’s real estate vision.
  • Supervise and support team performance and development to strengthen NAYA’s real estate capacity.
  • Identify new development opportunities and advocate for affordable housing policies.
