Summary

The Assistant Director, Project Controls, has some level of authority for the decisionmaking, staffing, and budget for their functional area of responsibility, subject to approval regarding the most significant business and policy issues by departmental management andor Senior Management. The incumbent has decisionmaking authority over their functional area of responsibility within welldefined, somewhat diversified procedures and precedents. The Assistant Director provides highlevel analysis, makes recommendations for policy and procedural changes with final approval from departmental management andor Senior Management, and supports implementing such changes. May provide input into overall strategy and approach in consultation with departmental management andor CD Delivery Senior Management.

Responsibilities

Assists DirectorBusiness Unit & project leadership in providing proactive cost, schedule, and risk management support to the Program Director and Technical Services concerning optimizing projects and defining appropriate plan, cost, and risk Project Baselines.

Independent oversight of project delivery performance relative to Project and Contract Baselines and application of effective project control practices by PCEOs and project teams.


Provide proactive cost, schedule, and risk management input during the SelectPhase stage to optimize project configuration for all project scope of work and agree on the schedule, cost, and risk baselines.


Lead frontendloading activities to identify opportunities to mitigate risk and realize opportunities associated with defining projects and their emerging execution strategies to reduce delivery risk and maximize project value for money.


Oversee project delivery performance against Project Baselines, and ensure appropriate project control practice is applied.


Works crossfunctionally to solve problems and implement changes. Analyses decisions and actions from project outcomes, performance, and valueformoney.

Works proactively with Agency and Development to resolve complex issues.

Education and Experience

Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.

Must have a minimum of eight (8) years of related experience.

Must have a minimum of four (4) years in a management or supervisory role andor project manager role in a large, multifaceted organization.

An equivalent combination of education and experience may be considered.

Experience in project management or project controls with highly complex systems is preferred.


Proven ability to collaborate with a broad range of stakeholders and drive outcomes.


Excellent communication and interpersonal skills.

Demonstrated ability to work in a highprofile, highpressure environment effectively.

Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.


Must be a proven leader as a change agent and creativeinnovative thinker with the ability to align business goals with solutions to drive process improvements.


Must possess excellent teambuilding, listening, problemsolving, and prioritization skills.
