As a Business Engineer supporting the solution and future operations, you’ll serve as a critical bridge between mission stakeholders and technical delivery teams. This position requires specific knowledge of how claims are submitted to VBA by Veterans, Dependents and Caregivers, and specifically the processes and workflow required to develop, rate and award a claim using VBA business rules. Extensive knowledge of VA’s M21 (series) and 38 CFR is required to support functional delivery to meet VBA’s desired outcomes for the mission. Your work will translate business needs into actionable requirements and help shape system improvements that deliver measurable outcomes for VBA claims processing.

Whether analyzing user needs, supporting system development, or guiding workflow improvements, you’ll enable more intelligent decisions and more effective outcomes in areas like healthcare, benefits delivery, logistics, or compliance.

Responsibilities:

  • Analyze VBA mission requirements, business processes, and workflows for claims intake to final disposition.

      • Apply M21 and 38 CFR business legal standards to workflow processing and claims compliance

          • Collaborate with stakeholders to gather, document, and refine functional and quantifiable (measurable) outcome and success metrics

              • Assist in the development of use cases that VSRs RVSRs use in the evaluation of claims

                  • Support system testing and user acceptance testing (UAT) by developing test cases and validating outputs against business requirements that drive VBA mission goals for claims processing

                      • Contribute to documentation, including functional specifications, SOPs, training materials, and knowledge bases.

                        • Qualifications:

                          • Bachelor’s degree in Business, related field, engineering or a related scientific or technical discipline with at least 10+ years of experience

                              • 5+ years of experience as a VBA Veterans Service Representative (VSR) or Rating Veterans Service Representative (RVSR)

                                  • Experience gathering and documenting business, functional, or technical requirements.

                                      • Ability to translate stakeholder input into actionable plans for development and configuration teams.

                                          • Excellent written and verbal communication skills.

                                              • Must be able to obtain a Position of Trust (tier 2) and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting

                                                                      The likely salary range for this position is $121,680 $140,300. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
