Job description

This is a remote position.

We are seeking a highly motivated and experienced Business Development Expert with a strong background in government contracting. This remote position requires a strategic thinker with excellent communication skills and a proven track record in identifying, pursuing, and securing government contracts. The ideal candidate will have a deep understanding of the Small Business Administration (SBA) programs and a passion for helping small businesses succeed in the government marketplace.

The ideal candidate will have extensive experience in estimating, bidding, and technical review processes related to government contracts. This role involves providing consultation and support to DBEs, assisting them in improving their business capabilities, and facilitating their success in securing and managing government contracts.

Key Responsibilities:

  1. Government Solicitation Support:

    • Consult with DBEs on estimating and bidding processes, including the review of job costing, materials, and staff requirements.
    • Analyze blueprints and construction documents to provide accurate bid submissions.
    • Manage the bid submission process, including negotiations, award processes, and handling change orders.
  2. Business Management and Financial Consulting:

    • Review and improve DBEs' business management practices, recordkeeping, and financial accounting.
    • Provide assistance in reviewing income statements, ratios, costs, statement of expenditures, net worth, cash flow, and fund utilization.
  3. Bonding and Financial Assistance:

    • Assist businesses with bonding requirements and securing financial assistance to support business operations and growth.
  4. Business Development Services:

    • Help businesses develop and refine their business plans, capability statements, websites, and marketing strategies.
    • Provide guidance on how to grow their business and network effectively with prime contractors.
  5. Bid Assistance and Professional Services Support:

    • Support businesses in bidding on letters of interest and other professional services opportunities.
  6. Training and Presentations:

    • Deliver presentations and workshops on key topics such as estimating, bidding, business management, accounting, bonding, financial assistance, business plans, capability statements, websites, and marketing plans.
Market Research and Analysis:
    • Conduct thorough market research to identify government contracting opportunities for small businesses.
    • Analyze market trends, competitive landscape, and procurement forecasts to develop strategic business plans.
  • Opportunity Identification and Pursuit:
    • Identify and qualify potential government contracting opportunities.
    • Develop and maintain a robust pipeline of opportunities across various government agencies.
    • Lead the proposal development process, including writing, reviewing, and submitting proposals.
  • Client Relationship Management:

    • Build and maintain strong relationships with clients, government agencies, and industry partners.
    • Provide strategic advice and support to clients on government contracting processes and requirements.
    • Conduct regular client meetings to discuss business development strategies and progress.
  • Compliance and Regulatory Expertise:

    • Ensure compliance with all relevant regulations and requirements for government contracting.
    • Stay up-to-date with changes in government policies and procurement procedures.
    • Provide guidance on SBA programs, certifications, and compliance requirements.
  • Strategic Planning and Execution:

    • Develop and implement strategic business development plans to achieve growth targets.
    • Collaborate with internal teams to align business development strategies with overall company goals.
    • Monitor and report on key performance indicators (KPIs) and business development activities.


  • Requirements
  • Bachelor’s degree in Business Administration, Marketing, or a related field. Advanced degree preferred.
  • Proven experience in government contracting, including estimating, bidding, and technical review processes.
  • Proven track record of successfully securing government contracts for small businesses.
  • Minimum of 5 years of experience in business development, with a focus on government contracting.
  • In-depth knowledge of SBA programs and federal procurement regulations.
  • Ability to work independently and manage multiple priorities in a remote work environment.
  • Proficiency in using CRM software and other business development tools.
  • Ability to analyze and interpret blueprints, construction documents, and financial statements.
