The Senior Data Analyst and Engineer is responsible for building and maintaining automated workflows to extract, clean, transform, and integrate structured and unstructured data—including spatial datasets—to support advanced analytics, performance monitoring, and data-driven decision-making. The role combines strong data engineering capabilities with analytical acumen and a deep understanding of how to work with geospatial and tabular data across cloud, on-premise, and hybrid environments.
Responsibilities
Design and implement robust, reusable ETL/ELT pipelines to ingest and harmonize data from multiple systems (e.g., geodatabases, APIs, spreadsheets, logs).
Integrate spatial datasets (e.g., shapefiles, feature services, GeoJSON) with tabular business data for advanced reporting and visualization.
Build and maintain schemas and data models that align with analytics and reporting requirements across programs including database development tasks
Use tools like SQL, Python (e.g., pandas, GeoPandas), or R to transform, enrich, and validate datasets for analytic consumption.
Conduct data profiling, cleansing, and normalization to ensure accuracy and readiness for downstream use.
Collaborate with GIS, data warehouse, and DevOps staff to align analytic outputs with geospatial services and enterprise reporting tools.
Prepare dashboards, visualizations, and reports using tools such as Power BI, Tableau, Jupyter Notebooks, or ArcGIS Insights.
Document transformation logic, data dictionaries, source-to-target mappings, and data lineage for reusability and compliance.
Support data science pilots, spatial analytics, and predictive modeling efforts with curated feature sets and reproducible workflows.
Qualifications
MINIMUM REQUIREMENTS
Related Experience:
Master’s degree in Data Science, Computer Science, Geographic Information Systems, Statistics, or a related technical field.
Experience coding in SQL, Powershell, and/or Python to perform data engineering and automation tasks
Minimum 5 years of experience in data analytics, data engineering, or business intelligence, ideally within a public sector or research environment.
Proficiency in SQL and data pipeline scripting with Python or R, including libraries such as pandas, pyproj, and fiona.
Familiarity with geospatial data integration techniques, coordinate reference systems, and spatial joins.
Experience working with relational databases (PostgreSQL/PostGIS, SQL Server) and distributed/cloud data platforms.
Ability to synthesize technical data into clear insights and communicate findings to non-technical stakeholders.
Strong understanding of source control (e.g., Git), documentation practices, and agile development processes.
Preferred:
Strong Preference for a Ph.D in Computer Science, Geographic Information Systems, Statistics, or a related technical field.
Experience with ArcGIS Data Interoperability, FME and other ETL tools
Certifications in cloud data engineering (AWS, Azure, or Google Cloud), Microsoft Power BI, or Esri spatial analysis tools.
Experience working with federal agencies, FISMA-moderate environments, or in support of mission-critical reporting systems.
