Genesis Consulting has an immediate opportunity for an experienced, forward thinking Senior Technical Business Analyst and Federal Travel and Expense (T&E) Subject Matter Expert with a passion for growth and business transformation for a Federal client in the Washington, DC area. DUTIES AND RESPONSIBILITIES:
The Sr. Technical Business Analyst will support the implementation of a new Federal Travel and Expense solution for Federal agencies. Knowledge and understanding of Federal travel and expense requirements and relevant Federal policies will be critical to the success of this role. Understanding the T&E Federal Integrated Business Framework standards, develop test cases and execute test activities to support the implementation of the new solution will be a part of this role. Helping federal agencies prepare the migration from the legacy solution to the new solution. Other duties include but may not be limited to:
The Sr. Technical Business Analyst serves as a Subject Matter Expert (SME) in Federal Travel and Expense systems, supporting the General Services Administration’s (GSA) ETSNext initiative. This role is pivotal in assisting federal agencies with the transition from legacy travel systems (such as ETS2) to the modernized ETSNext solution. The analyst will provide expert-level guidance, system analysis, and agency-facing support throughout all phases of the migration lifecycle—from requirements gathering to deployment and post-implementation.
• Serve as a Subject Matter Expert (SME) in Federal Travel Regulations (FTR), travel policies, and automated travel and expense systems.
• Support agency migrations by analyzing legacy processes and mapping them to ETSNext capabilities.
• Provide technical and functional analysis to identify gaps, define requirements, and guide configuration of ETSNext to meet agency needs.
• Collaborate with GSA, vendors, and agency stakeholders to ensure seamless integration and data migration.
• Lead and support testing activities including system integration testing (SIT), user acceptance testing (UAT), and parallel testing.
• Develop migration plans, implementation schedules, and documentation aligned with agency-specific travel profiles.
• Conduct training sessions, demos, and workshops to support agency onboarding and user adoption.
• Support issue resolution and troubleshoot complex problems related to travel policy enforcement, system behavior, or configuration.
• Act as a liaison between agency travel offices, system integrators, and the Customer Engagement Management team and GSA Program Management Office (PMO).
• Provide continuous improvement recommendations based on best practices and lessons learned from legacy systems and prior migrations.
Requirements
• 6+ years of experience
o working in Commercial or Government Travel systems
o working as a Digital Business Analyst, project management or similar role
o defining T&E services requirements and performance metrics through awareness of relevant Federal policies, research and fact-finding combined with an understanding of applicable T&E commercial and Federal services.
o working with all components of Commercial or Government Travel Booking systems such as TMC's Mid-Office, GDS, and non-GDS systems integrations
o documenting system documentation and requirements/traceability using a holistic requirements management tool
• 5+ years of experience in federal travel systems, including legacy platforms such as ETS2, GovTrip, or ConcurGov.
• Strong understanding of GSA’s ETSNext program, including its goals, architecture, and compliance requirements.
• Deep knowledge of Federal Travel Regulations (FTR) and agency-specific travel policies.
• Proven experience in systems migration, configuration, and integration efforts in a federal environment.
• Familiarity with electronic travel authorizations, vouchers, per diem management, routing workflows, and audit trails.
• Experience supporting large-scale federal IT implementations or modernization efforts.
• Strong analytical, problem-solving, and communication skills, with the ability to translate technical requirements into business solutions.
• Ability to work with cross-functional teams and engage effectively with agency travel leads and end users.
• Experience with Agile or hybrid project management methodologies is preferred.
• Proven computer skills in Google Apps and/or Microsoft suite - Excel, MS Access, PowerPoint, Word, Project, Visio
• Excellent verbal and written communication skills and the ability to interact professionally and collaboratively with a diverse group, executives, managers, and subject matter experts
• Strong organizational and project management skills including conceptualization; analysis; driving alignment; planning resources; managing milestones
MINIMUM EDUCATION:
• Bachelor’s Degree required
REQUIRED CERTIFICATIONS:
• PMP, CSM, ITIL, and/or SAFe certifications preferred
