Summary

Reporting to the Director of Procurement, the Senior Manager of Procurement will be responsible for the execution of sourcing strategies and business processes that enhance vendor performance and cost effectiveness for the organization. We are looking for a seasoned procurement leader who has evolved from hands-on sourcing to a strategic, business-impacting role. This role will assist in improving speed to contract execution and implementing best practices in procurement to support commercial and operational objectives. This role will utilize technology and talent capabilities to drive continual improvement in procurement processes and controls.

This position will be hybrid in office three days per week in Gaithersburg, MD, and may require occasional travel (<10%).

Job Responsibilities

Procurement and Compliance:

  • Manage the activities of the Procurement staff, schedule, and prioritize work activities
  • Establish and implement long-term agreements such as MSA’s and BPA’s with suppliers to achieve favorable pricing and delivery terms
  • Lead in revisions and/or termination of services, contracts, etc
  • Assist in establishing, maintaining, and implementing procedures that comply with regulatory requirements such as SOX and FDA
  • Draft SOPs and work instructions to aid in communicating and training team members throughout the organization, enhancing efficiency, proficiency, and compliance
  • Review requisitions, purchase orders, supply plans, and invoices
  • Ensures compliance with company-authorized signature levels
  • Maintains purchase order reports and analytics to support monthly department dashboards

Collaboration:

  • Develop strong internal customer relations and drive cross-functional collaboration with business partners to ensure timely fulfillment of requests
  • Work closely with upper management, accounting, finance, supply planning, and warehousing teams to facilitate seamless communication and enhance processes
  • Support process improvement initiatives
  • Collaborate with internal and external auditors and/or regulatory agencies to ensure procurement practices are compliant
  • Key contributor and driver of an annual strategic planning process by using cost-benefit analysis to identify opportunities for cost saving
  • Ensure effective communication and follow-through are maintained to promote an exceptional internal service level

Supplier Management:

  • Manage strategic supplier relationships, supplier performance, and contract negotiations to facilitate best value, high quality, and timely delivery of goods and services while maintaining the company’s best interest.
  • Resolves disputes or complaints and works with suppliers on corrective actions.
  • Assists with processing returns of goods as needed
  • Analyzes monthly/quarterly KPIs (metrics) to continuously improve cost and efficiencies

People Manager

  • Lead and develop a high-performing team, ensuring strong internal controls and operational excellence.
  • Provide mentorship, training, and career development opportunities.
  • Set clear objectives, monitor team performance, and drive continuous improvement.

Education, Experience, and Skills

  • Bachelor’s degree in finance, Supply Chain Management, or related field.
  • Industry certifications (CPSM, CPM) preferred.
  • 8-10+ years of progressive Procurement, Supply Chain, or Strategic Sourcing experience required, biotech or life sciences industries, and start-up experience a plus
  • 3+ years of direct people management experience required
  • Experience with contract management and vendor relationship management
  • Experience with ERP systems (NetSuite) and digital procurement platforms (Ariba, Coupa, Zip, etc.).
  • Excellent organizational skills and ability to manage multiple tasks and competing demands.
  • Ability to thrive in dynamic settings where formal policies and procedures may still be in development.
  • Strong negotiation, analytical, and project management skills, along with excellent communication and leadership skills.
  • Understanding budgeting and cost management helps in making sound financial decisions.

Certificates, Licenses, Registrations

  • Industry certifications (CPSM, CPM) preferred

  • This role primarily operates in a professional office environment, with regular use of standard office equipment such as computers, phones, and printers.
  • The position requires extended periods of sitting at a desk, working on a computer, and occasional walking, standing, and light lifting.
