Job description

Role Overview 

The Reporting and Compliance Manager will be part of the National Program Operations Team and report to the Director of EPR Regulatory Compliance. This role will provide regulatory and technical support for the development and implementation of extended producer responsibility (EPR) programs, helping ensure compliance with applicable statutory and regulatory requirements.  

The Manager will assist in the ongoing implementation of the organization’s compliance framework, development of state compliance reporting materials, creation of producer guidance materials, and the maintenance of reporting category definitions for covered materials under CAA’s approved program plans in each state where it is the approved PRO. The Manager will support the development and maintenance of reporting and fee categories across multiple states and will provide technical assistance to internal teams. This role will contribute to regulatory analysis efforts and support initiatives aimed at improving consistency and reducing reporting burdens for producers.  

Key Responsibilities 

  • Manage EPR regulatory compliance across the organization, including managing compliance framework and mapping state regulatory compliance requirements.
  • Assist in developing and maintaining material reporting categories, including definitions, examples, and reporting guidance across states. The Manager will also maintain state-specific reporting categories and support alignment with national reporting frameworks. As CAA becomes the approved PRO in new states, the Manager will contribute to the development of reporting categories for these regions.
  • Support the creation and maintenance of producer guidance materials and interpretive memorandums related to covered materials. The Manager will conduct regulatory analyses of covered materials, including product exemptions, exclusions, and alternative compliance pathways.
  • Develop tools for producer compliance reviews and will perform reporting reviews to assess reporting accuracy and identify potential compliance risks. This position will support internal teams in evaluating product exemptions, under- or over-reporting trends, and recommending improvements to reporting practices. 
  • Provide operational recommendations related to end-of-life material management and sustainable packaging practices.
  • Participate in industry working groups and regulatory discussions to stay current on materials management and EPR program trends. 
  • Work closely with internal teams across the organization to provide regulatory and reporting guidance, including offering operational support for compliance reporting.

Qualifications 

  • Required Bachelor’s degree (ideally in public policy, sustainability, environmental science, materials science, or a related discipline).
  • Required at least 5+ years of regulatory compliance, with preference for regulatory, policy, or operational experience in EPR program implementation or related fields. 
  • Knowledge of the packaging regulatory landscape, including labeling, transportation, and trade regulations. 
  • Experience with statutory and regulatory interpretation and compliance analysis. 
  • Excellent analytical and problem-solving skills, with the ability to translate complex data into actionable insights.
