Description

Manhattan Strategy Group (MSG), a leading management consulting firm, is seeking an experienced and mission-driven Scientific Review and Program Support Specialist for an upcoming opportunity to support NASA’s Research and Education Support Services (NRESS) contract. This role provides technical, programmatic, and operational support across the full lifecycle of research solicitations and peer review processes. The ideal candidate will bring scientific expertise, a strong understanding of peer review standards, and the professionalism required to represent NASA in scientific and stakeholder settings.

Key Responsibilities:
  • Lead the technical planning and execution of peer review support tasks, including mail and panel reviews for NASA research programs.
  • Identify and recruit candidates to serve as panelists, reviewers, and panel chairs, and coordinate communication throughout the review cycle.
  • Ensure compliance with conflict of interest (COI) policies, supporting all administrative and procedural aspects of COI review and documentation.
  • Collaborate closely with government stakeholders to advise on panel operations, review progress, and technical outcomes.
  • Serve as a liaison between NASA program officers and external reviewers, scientific communities, and other stakeholders.
  • Prepare high-quality briefing materials, meeting summaries, and technical decision documentation.
  • Capture and compile technical actions and reviewer input resulting from panel deliberations to inform award decisions.
  • Support NASA program officers in tracking the status of active grants and solicitations.
  • Represent NASA at scientific conferences and meetings, as requested, to communicate program priorities and gather field insight.
  • Contribute to continuous improvement of peer review processes and tools in collaboration with the project team and NASA.

 

Required Qualifications:
  • Master’s degree in a scientific, engineering, or technical discipline relevant to NASA’s research mission areas, including but not limited to:
    • Earth science
    • Planetary science
    • Heliophysics
    • Astrophysics
    • Biology and physical sciences
  • Minimum of 10 years of professional experience in a scientific or technical role, including at least 3 years in research administration, peer review, or federal R&D program support.
  • Deep familiarity with scientific peer review standards and government review protocols (NASA experience highly desirable).
  • Exceptional communication, writing, and organizational skills.
  • Ability to manage multiple concurrent reviews and tasks in a deadline-driven environment.
  • Proficiency in MS Office, virtual meeting platforms, and project management tools.
  • U.S. Citizenship and ability to obtain a NASA Public Trust clearance.
Preferred Qualifications:
  • Doctorate (Ph.D., Sc.D., or equivalent) in a relevant scientific discipline.
  • Experience supporting NASA research programs or peer review processes.
  • Understanding of NASA’s mission directorates (e.g., Science, Aeronautics, Human Exploration).
  • Experience facilitating scientific meetings, managing reviewer databases, or producing technical briefings.
