Requirements

We are seeking an experienced Proposal Writer to lead the development of compelling, compliant, and persuasive narrative content for federal government proposals, particularly within health-focused agencies such as the Centers for Medicare & Medicaid Services (CMS), the Department of Veterans Affairs (VA), and the Defense Health Agency (DHA). The ideal candidate will possess a deep understanding of federal proposal processes, exceptional writing skills, and the ability to translate complex technical information into clear, concise narratives that resonate with evaluators. 

  • Analyze Requests for Proposals (RFPs), Requests for Information (RFIs), and other solicitation documents to identify requirements and develop compliant response strategies.
  • Collaborate with subject matter experts (SMEs), capture managers, and technical teams to gather necessary information and translate it into compelling proposal content.
  • Develop and write proposal sections, including executive summaries, technical approaches, management plans, past performance narratives, and staffing plans.
  • Consolidate inputs from various stakeholders, ensuring consistent voice and messaging throughout the document.
  • Lead RFI and white paper responses in collaboration with business development and technical team leads. 
  • Provide proposal coordination support, including ensuring all compliance matrices, outlines, and templates are kept current and aligned with the RFP.
  • Maintain and update a library of proposal content, past performance, templates, and boilerplate materials for reuse and consistency.
  • Participate in proposal reviews (e.g., color team reviews) and incorporate feedback to enhance proposal quality.
  • Develop content for multiple responses simultaneously, adhering to tight deadlines and shifting priorities.
  • Proofread and edit responses to ensure they are accurate, compliant, and meet quality standards.
  • Provide desktop publishing support, ensuring responses adhere to solicitation guidelines, maintain a consistent and professional appearance, and effectively communicate information through visuals and layouts.

Minimum Qualifications 

  • Bachelor's degree in English, Communications, Business, or a related field. 
  • 5+ years of experience in proposal writing and development with a proven track record of developing winning proposals. 
  • Exceptional writing, editing, and proofreading skills, ensuring consistency, compliance, and alignment with solicitation requirements
  • Strong ability to collaborate with SMEs to extract key insights and develop a well-structured proposal narrative that accurately describes our solutions, conveys our value proposition, and meets client requirements
  • Excellent written and verbal communication skills with a keen attention to detail. 
  • Must be able to work efficiently and collaboratively in a remote environment, utilizing virtual collaboration tools to coordinate efforts.
  • Strong organizational skills with the ability to support multiple projects and meet tight deadlines. 
  • Proficient in Microsoft Office Suite, Adobe Acrobat, and other relevant proposal tools and software. 

Preferred Qualifications 

  • Experience in developing federal proposals for CMS, VA, DHA, and other health focused agencies
  • Association of Proposal Management Professionals (APMP) certification
  • Shipley certification and/or training
