INTECON, LLC is seeking a highly motivated and detail-oriented Senior Counterintelligence & Strategic Engagement SME who will provide in-depth counterintelligence (CI) expertise and strategic engagement support to the Mission Management Branch (MMB) in the Office of Counterintelligence (OCI). The SME will support multi-agency coordination, develop long-term collaboration strategies, and provide input for decision briefings and counterintelligence assessments.
Roles and Responsibilities:
The Strategic Engagement SMEs’ roles shall include:
- Providing expert counterintelligence and strategic engagement support to enhance CI operations within the Department of Defense (DoD) and the Defense Industrial Base (DIB).
- Conducting joint operational planning and contributing to the transition of strategic concepts into executable plans.
- Developing and maintaining key relationships between DCSA, DoD, the Intelligence Community (IC), and other US Government (USG) agencies to further the National Industrial Security Program (NISP).
- Providing expert knowledge of Combatant Commands and Joint Staff planning processes to support the development of priorities for the Defense Counterintelligence and Security Agency (DCSA).
- Assisting in the development of Tactics, Techniques, and Procedures (TTPs), Concepts of Operation (CONOPS), and Courses of Action (COAs).
- Identifying, analyzing, and responding to state-based and global terrorist threats targeting DoD and DIB intelligence operations.
- Conducting research on emerging threats to U.S. critical infrastructure and key resources.
- Supporting exercise planning, execution, and evaluation to align with national security priorities.
- Contributing to planning, policy development, strategy, and compliance meetings related to counterintelligence and intelligence coordination.
- Developing and recommending metrics to evaluate counterintelligence effectiveness.
- Ensuring contract deliverables, staffing requirements, and reporting obligations are met in alignment with mission objectives.
Qualifications:
Education:
Bachelor’s or Master’s degree in Intelligence Studies, National Security, Political Science, International Relations, Management, or a related field.
Experience:
- Minimum of 15 years of counterintelligence experience to include providing counterintelligence functional services to DoD entities or DoD contractors
- Experience with conducting or supporting counterintelligence investigations or counterintelligence inquiries
- Demonstrated knowledge and understanding of the Military Department Counterintelligence Organizations (MDCOs), Combatant Commands, and the National Counterintelligence and Security Center
- Demonstrated knowledge and understanding of the National-level, DoD, and MDCO policies that govern counterintelligence activities (E.O. 12333, DoD 5240 series, etc.)
- Demonstrated knowledge of state based and global terrorist threats to DoD and DIB via experience in providing CI support to Research, Development, and Acquisition and Critical Infrastructure Protection
Certifications and Training:
- DoD Counterintelligence Agent Certification.
- Certified Counterintelligence Professional (CCIP).
- Intelligence Community Advanced Analyst Program (ICAAP).
- Defense Security Service (DSS) or DIA Training in Counterintelligence Operations.
Proficiency in:
- Intelligence analysis tools and methodologies.
- Strategic and operational CI planning frameworks.
- DoD and IC reporting and briefing standards.
- Microsoft Office Suite (Word, Excel, PowerPoint) and intelligence collaboration platforms.
Security Clearance: Must possess a TOP SECRET/Sensitive Compartmented Information (TS/SCI) clearance.
