Job description

Quality Control (QC) Specialist, Personnel Services Delivery Redesign (PSDR)  

Strategic Resources, Inc. (SRI) is an international, ISO 9001/20000/27001 Certified, CMMI Level 3 Rated full-service provider with more than 36 years' experience in the Federal, Military, and Commercial Marketplaces. SRI is seeking committed and passionate professionals to provide critical resources and information to support Service Members and their Family Members. 

Overview: The US Army Installation Management Command (IMCOM) is seeking resources to provide Military Human Resources Support (MHRS) commonly referred to as “Personnel Services Delivery Redesign (PSDR)” to all supported and tenant units at the installations. This support includes services such as Electronic Military Personnel Office (eMILPO) operations, Soldier Readiness, Strength Management, Separations, Retirement Services, Reassignment Processing, Casualty and Mortuary Affairs Operations, In/Out Processing, Military Personnel File Maintenance, Military Orders, Sponsorship Management, and other MHRS services, along with associated Information Technology (IT) support for these tasks. This applies to all active duty Soldiers and select US Army Reserve (USAR) and US Army National Guard (USARNG), Students, and Trainees on the installation. High quality, timely, and efficient MHRS shall be provided to all eligible Soldiers, trainees, Retirees, and Family members. Also includes Identification (ID) card services for contractors and civilian employees. Actions processed shall be accurate and in accordance with the terms and conditions of the Human Resource (HR) Solutions Multiple Award Task Order Contract (MATOC). 

Tasks & Responsibilities: 

Support the corporate Director of Quality Systems with development of Quality Control Plan (QCP) within 30 days of contract award. Implement the QCP and maintain and monitor throughout the life of the contract. 

Promote quality achievement and performance improvement at all sites throughout the PSDR program ensuring performance standards (100% of deliverables submitted on time; 98% accuracy for acceptance and completion). Maintain a 98% Acceptable Level of Performance (ALP) for all eMILPO actions and all Military Personnel File (MPF) audits and updates. Complete 100% of SRP unit in-processing within five working days of arrival. Establish site-specific standards with the ACOR, establishing clearly defined quality methods for staff to apply. Set all compliance objectives above targets to ensure they are achieved. Conduct random, on-site quality inspections and audits. 

Define quality procedures in conjunction with operating staff and government ACOR to maintain acceptable controls and documentation procedures; liaising with ACOR auditors and ensuring the execution of corrective action and compliance with all specifications and APLs. Ensure highest standards of service for Soldiers, their families and civilian personnel are met. 

 

Required Skills, Education, Experience & Abilities:  

  • Bachelor’s Degree
  • Project Management Experience (preferred)
  • National Agency Check with Inquiries (NACI)
  • Minimum two years’ experience in an office environment
  • Experience with ISO and CMMI quality standards
  • Prior senior enlisted experience in MHRS procedures and ARs
  • Proficient computer skills 
  • Experience in the Army Human Resources Command or Army G-9/G-1
  • Experience with PSDR related activities preferred
