Job Overview

  • Responsible for preparing annual Budget analyses and regular spending plan updates. Partners with programmatic staff to develop project-specific budgets.
  • This is a critical role tasked with producing documents required by the State Office of Management and Budget (OMB) to justify annual State appropriations. The Budget Manager also plays a key role in maintaining fiscal controls by preparing internal budgets for EDA and preparing regular Budget vs. Actual analyses. The Budget Manager also develops project-specific forecasts by working with programmatic leads, documenting expected costs and revenues. The Budget Manager also drives accountability for tax incentives issued by EDA by maintaining tracking schedules of incentives authorized and granted.
  • The position requires at least 5-7 years of increasingly responsible experience in financial analysis, specifically budget preparation and analysis. MBA and prior pubic sector experience preferred but not required. It also requires excellent interpersonal/teamwork and communication skills, as well as a strong interest in public service.

Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a managers approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.

Responsibilities:

Duties

Daily Tasks and Responsibilities:

  • Prepare and oversee financial analyses of proposed projects (e.g., grant, loan and tax incentive programs, human resource/staffing analyses) to ensure sustainability.
  • Under supervision of CFO, and with the Financial Analyst, prepare and oversee all required Budget documents for the annual State Budget submission process.
  • Under supervision of CFO and with the Financial Analyst, prepare and manage the annual EDA Budget and track spending, investigating variances as needed.

Projects:

  • Preparation of required documentation for State Office of Management and Budget. This includes analyses of prior appropriations received, expenditures to-date and remaining balances. In addition, this includes working with CFO and top management to determine new budget requests for the upcoming fiscal year (i.e., growth and savings initiatives) and preparing backup analyses to support them.
  • Under CFO supervision, preparation of annual EDA budget. This exercise sets the internal budget for EDA and involves careful review of cost and revenue projections with top managers across the Authority.
  • Preparation of budgets (resources/costs) for new projects, including federally-funded grant programs. This requires close partnership with programmatic and human resource/legal/compliance personnel, as well as with other State agencies.


Goals and Objectives:

  • Budget Manager should ensure that Budget documents and analyses are prepared accurately and timely and are well-documented.
  • Budget Manager should represent the Finance area in all interactions with internal and external colleagues with professionalism, responsiveness, courtesy and respectfulness.
  • Budget Manager should work to ensure the professional growth of lower level staff by providing feedback and oversight on a regular basis.
  • Criteria/metrics: Reflects CFO review of performance on a project-by-project basis. CFO to review accuracy, clarity of documentation and other factors.

Collaboration and Cross-Divisional Interaction:

  • Budget Manager will work closely with programmatic colleagues to develop project budgets. It will be critical to ask insightful questions and listen carefully for assumptions and key risk factors that will impact the analyses.
  • Budget Manager will also work with Legal and Compliance staff who interface with other State agencies on, for example, budgets for federal grant programs.

Reporting Structure:

  • The Budget Manager will report directly to the CFO and will directly oversee a Financial Analyst. Other Finance staff may also assist with specific projects and the Budget Manager will oversee work performed by those staff, as well.
  • Budget Manager will be expected to work with a minimum to intermediate level of supervision from the CFO and will be expected to develop an increasing level of independence.
  • Must complete annual self-assessment as required.
  • Performs other duties and special projects, as assigned.
Qualifications:

Skills and Qualifications Experience in developing financial analyses of projects of varying scopes.

  • Minimum Intermediate level of expertise in Microsoft Excel. Familiar with Government Accounting Standards preferred.

Soft Skills:

  • Excellent interpersonal skills. This will be reflected in responsiveness and professionalism in working with programmatic partners, the CFO, and other leaders within EDA.
  • Clear and concise written and presentation skills, with an understanding of the audience in each case.
  • A sense of professional urgency is required to ensure that deadlines are met and responses are provided timely to colleagues within and external to EDA.

Experience:

  • 7+ years of related experience, preferably in the public sector.
  • 2+ years management/supervisory experience preferred.
  • Advanced degree or industry specific certification may be substituted for 1 year of experience

Education:

  • Bachelor’s Degree from accredited university in either Finance or Accounting. MBA preferred but not required.

Software/Tools Proficiency:

  • Minimum intermediate level of Excel. Strong in entire Microsoft Office suite (PowerPoint, Word, Outlook)
  • NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred.

 

Additional Information

  • Minimal physical demands and ability to work out normal business hours
  • Travel expected when necessary for business operations

 

Certificates and Licenses Required

  • Staff are required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
