Project description

The Mainstreaming of Rural Development Innovation Tonga Trust (MORDI TT) in Tonga has requested the support of a Peace Corps Response Volunteer (PCRV) to serve has a Monitoring and Evaluation Specialist. MORDI TT is a community development-based organization that serves 122 rural communities throughout Tonga. The Tonga Rural Innovation Project – Phase II will improve livelihoods and help communities be more resilient to the effects of climate change and extreme weather by helping them identify where infrastructure is needed and supervising its construction according to technical standards. MORDI TT has identified a need for support to strengthen the M&E systems of the Tonga Rural Innovation Project.

The PCRV will be part of the MORDI TT Staff, specifically working with the Knowledge Management, Monitoring and Evaluation Unit to assist with the development of the organization Annual Workplan and Budget (AWPB) and the overall framework for Monitoring and Evaluation (M&E). The PCRV will also assist the Knowledge Management team to revise the logframe matrix, particularly in the areas of the objective hierarchy, indicators, and monitoring mechanisms. The goals of this assignment are to support setting up and implementing M&E systems, and strengthening the organization's communications of M&E findings and other reports.

Candidates selected for this position will be arriving in Tonga together as a group, so while the departure dates for the whole group could change, dates cannot be changed for individual candidates.

Required Skills

  • Bachelor's degree in a relevant field such as statistics, social sciences, development studies, or a related discipline.
  • At least 5 years of relevant experience in monitoring and evaluation of development projects, including designing and implementing M&E systems, conducting evaluations and assessments, and preparing M&E reports.
  • Strong skills in quantitative and qualitative research methods, data analysis and interpretation, report writing, and communication.
  • Knowledge of M&E frameworks and tools, logical framework approach, result-based management, and impact evaluation methods.
  • Strong analytical and critical thinking skills, attention to detail, ability to work independently and in a team environment, and flexibility to work in a cross-cultural setting.
  • Fluency in English
  • Ability and willingness to travel to project sites, sometimes in remote areas, and work under tight deadlines.
  • High tolerance for ambiguity and high level of flexibility
