JOB TITLE: SUD Addictions Program Manager

LOCATION: Umatilla County

FLSA: Exempt (Expectation to work 40 hours a week)

SUPERVISOR: Clinical Director

PAY GRADE: B13 ($78,625 - $119,465 annually depending on experience)

This position will be based in Umatilla County Oregon. Position will work from home until office space is made available in a CCS building, then position will work in office.


DESCRIPTION

The Addictions Program Manager, under the supervision of the Clinical Director, is responsible for the day to day oversight of the non-peer, non-BHRN addictions outpatient program at CCS. The Addictions Program Manager plans, assigns, directs and reviews the clinical work of alcohol/drug and at times, problem gambling counselors. They implement the addictions program, ensure that the relevant Oregon Administrative Rules (OAR’s) are adhered to, help monitor quality assurance, and develop and monitor treatment protocols. In addition, the position may carry a caseload and conduct comprehensive assessments, develop treatment plans and provide quality clinical care.

This position is supervised by the Clinical Director.

This position directly supervises addictions program clinical supervisors, all assigned clinical staff in alcohol/drug and at times, supervises problem gambling counseling staff.


RESPONSIBILITIES

  • Provide day to day oversight of addictions program and ensure compliance with relevant OAR’s.
  • Ensure implementation and compliance with utilization around national ASAM standards of care.
  • Provide clinical supervision and oversight on a daily and regular basis to assigned clinicians and supervisors. Ensures that care is of the highest clinical standards and consistent with CCS philosophy and policy.
  • Oversee treatment court and jail substance use assessment programs. May be asked to attend weekly treatment court staff meetings.
  • Ensures that assigned clinicians are apprised of current evidence based practices (EBP’s), implements EBP’s, and ensures that the agency is meeting or exceeding standards of good clinical outcomes.
  • Ensures that all paperwork by the clinical staff is completed in a professional and timely manner, and provide supervision when this goal is not being met.
  • Ensures that the quality of clinical work is superior and completed in a professional manner, and provide supervision when this goal is not being met.
  • If qualified, provide after hours emergency services on a 24 hour, rotating basis to adults and children. This includes telephone consultation and crisis intervention in the community.
  • Ensure knowledge and application of CCS personnel policies and procedures.
  • This position recruits, hires and trains new staff. They provide supervision and conduct performance evaluations. They follow policies for employee discipline and termination when necessary. Works to resolve conflict as appropriate and provides positive leadership.
  • When necessary, in consultation with the Clinical Director, Human Resources or the Executive Director, engage in disciplinary actions.
  • Reports all cases of abuse or neglect to the proper agency, or ensure that all cases are reported.
  • If qualified, initiates holds, provide civil commitment investigations, and work with the hospitals, case workers and the state and other individuals/agencies for all individuals in the civil commitment process.
  • Provide utilization management for adults and children needing to access higher levels of addiction care.
  • Schedule and participate in meetings with other agencies to ensure continuity of service delivery and ensure that CCS is highly regarded by other community partners.
  • This position may maintain a caseload. This position will provide quality individual, group and family counseling services. Ensure that all paperwork is professional and timely.
  • Follow the grievance process for customer complaints and work diligently to resolve complaints.
  • Ensure the agency is meeting or exceeding all of the requirements for the relevant OAR’s, as well as the clinical contractual requirements as required by Eastern Oregon Coordinated Care Organization (EOCCO) and other payer organizations.
  • Ensure clients are scheduled in a timely manner.
  • Responsible for ensuring clinical staff coverage by overseeing vacations, sick leave, training, etc.
  • Work with contracted prescribers to put together schedules and ensure that the service delivery is well coordinated for prescribers and the customers they see. Consult with prescribers to coordinate medical treatment.
  • Work with Quality Assurance Coordinator and Data Analysts to ensure that clinicians are meeting quality assurance standards.
  • When requested, participate in internal administrative meetings. Hold regular clinical staff meetings and lead SUD group supervision regularly.
  • Communicate with members of the public to coordinate work programs, inform the public about our services, and speak with groups about our services and/or specific areas of problem gambling and alcohol/drug programs.
  • Serve on various boards or committees in the community as it relates to program services.
  • Assist business office staff in ensuring there is a good working relationship between clerical and clinical staff and lines of communication are kept open.
  • Administer forms for urinalysis testing (UA’s), provide accurate information on the UA’s to clients, in some cases observes the UA, and record all pertinent information. Develop or contribute strongly to a randomized, agency-wide UA collection protocol and monitor adherence to it.
  • Transport customers as needed.
  • May be asked to participate in back up on call rotation for crisis services, if qualified.
  • Other duties as assigned.
Requirements

QUALIFICATIONS

Education and/or Experience

Bachelors degree from an accredited university in addiction counseling, psychology, sociology, social work or other human services related field and have at least two years experience in the field.

Certifications

Must possess a CADC II, CADC III, NCAC II or MAC certification.

Ability to obtain CGAC upon request.

  • Knowledge of the diagnosis and treatment of problem gambling, addictions and principles of counseling.

  • Ability to understand, interpret and apply laws, regulations and administrative rules related to problem gambling and chemical dependency.
  • Ability to learn and implement CCS procedures, regulations and requirements with respect to procurement, budget, safety, operations and organization.
  • Must be a self starter and demonstrate the ability to supervise and assign work to subordinates; ability to work effectively with other employees and the general public.
  • Good organizational and time management skills are essential.
  • Must be able to work with minimal supervision.
  • The position requires the handling of highly confidential information. Must adhere to rules and laws pertaining to client confidentiality.
  • Must be able to communicate effectively in both written and oral formats. Must have the ability to present and exchange information internally across teams and co-workers, and externally with customers and the public. Information communicated ranges from routine/basic to complex and confidential information.
  • Must hold a valid drivers license and be insurable or carry insurance for client service purposes and for travel between business offices, the community, and to attend required meetings and/or trainings. Must pass all criminal history check requirements as required by ORS and OAR.
  • Must have excellent typing skills, have knowledge of basic office software programs and ability to effectively use such software.

CRIMINAL BACKGROUND CHECKS

Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380.

In addition to a pre-employment background check, each employee, volunteer, and contractor shall be checked monthly against the OIG and GSA exclusion lists, as well as other federal and state agency lists. If it is discovered that an employee, volunteer, or contractor is excluded or sanctioned it will be the cause for immediate termination of employment, volunteering, or the termination of the contract.


PERSONAL AUTO INSURANCE

Must hold a valid driver’s license as well as personal auto insurance for privately owned Vehicles utilized for CCS business such as client service purposes, travel between

business offices and the community, to attend required meetings and training.

Must show proof of $300,000 or more liability coverage for bodily injury and property damage and maintain said level of coverage for the duration of employment at CCS.

The employee’s insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by CCS.


PHYSICAL DEMANDS

While performing the essential duties of this job, the employee is regularly required to use office automation including computer and phone systems that require find manipulation, grasping, typing, and reaching.

The employee is also regularly required to sit, talk, and listen; use hands and fingers and handle or feel. The employee is occasionally required to stand; walk; reach with hands and arms; stoop; kneel and/or squat when adjusting equipment or retrieving supplies.

The employee may occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, peripheral vision, distance vision and the ability to adjust focus.

The employee should possess a valid driver’s license for vehicle travel when working on behalf of the agency.

When serving in the on-call rotation, employee may be required to perform on less-than-optimal amounts of sleep.


WORK ENVIRONMENT

Work is performed in an office environment as well as in the community. The noise level in the office environment is usually moderate, but occasionally one may be exposed to loud noises. The noise in the community, including the homes of customers, is often difficult to predict. Occasional out of area travel and overnight stays will be required for attendance at meetings and/trainings.

However, the employee also will be required to work in the communities, homes and other living environments of the clients we serve. Handicap access may not be available at all places where this position must go. There are some situations where this position may be required to respond to environments where a client is in crisis. The environments in these situations are difficult to predict and may be in uneven terrain.

This position exposes the employee to the everyday risks or discomforts which require normal safety precautions typical of such places as an office.
