Overview:
The Manager of Product Delivery is responsible for leading the execution of the product roadmap, ensuring the timely and successful delivery of high-quality software solutions in a regulated healthcare environment. This role leads and develops a team of Product Owners, oversees backlog management and delivery processes, and partners closely with Product Management, Engineering, Quality Assurance, and other cross-functional teams to drive consistent and predictable results. The Manager establishes delivery standards, removes obstacles, and ensures product requirements align with business priorities, regulatory expectations, and organizational goals.
Responsibilities:
People leadership
- Manage, coach, and develop a team of 4–10 Product Owners; own hiring, onboarding, performance management, and career pathing
- Set consistent standards for backlog quality, acceptance criteria, refinement, and sprint readiness — including the compliance and traceability elements required for regulated delivery
- Balance PO assignment and capacity across scrum teams as priorities shift
- Ensure every PO is trained and current on HIPAA, PHI handling, and internal security and privacy policies
Delivery execution
- Ensure every scrum team has a groomed, prioritized, ready backlog that reflects current roadmap commitments
- Drive predictable delivery: sprint and release commitments met, scope and sequencing decisions made deliberately
- Own the handoff from product management — confirm requirements are understood, decomposed, estimable, and assessed for regulatory and privacy impact before work enters a sprint
- Escalate and resolve cross-team dependencies, blockers, and resourcing conflicts
- Partner with Engineering, QA, Security, and Scrum Masters on release readiness, validation status, and go/no-go
Regulatory and compliance accountability
- Ensure requirements and user stories carry the documentation regulated delivery depends on: clear acceptance criteria, traceability from requirement through test evidence, and rationale for changes
- Embed privacy-by-design and least-necessary-access expectations into backlog definition — particularly for features touching PHI, PII, or payer and prescriber data
- Ensure stories involving PHI specify data minimization, de-identification where feasible, encryption, retention, and audit-logging requirements
- Partner with Compliance, Privacy, Legal, and Security on feature-level risk assessments, and ensure findings become tracked backlog items rather than verbal commitments
- Ensure change control and release documentation are completed as a condition of done, and that emergency or expedited changes still follow a documented path
Process and practice ownership
- Define and continuously improve the product delivery operating model — refinement cadence, definition of ready/done, intake, change control — so compliance obligations are satisfied by the normal workflow rather than by exception
- Establish delivery metrics (predictability, cycle time, throughput, escaped defects, commitment accuracy, audit findings, compliance rework) and report on them to leadership
- Drive consistency across teams without imposing uniformity where it doesn't help
Stakeholder management
- Serve as the primary point of accountability for delivery status, risk, and timeline communication to executives and business stakeholders
- Feed execution reality back into roadmap planning — feasibility, sequencing, capacity, compliance effort, and tradeoffs
Scope of the role
- Roadmap definition, market and customer discovery, pricing, and product strategy. Those sit with Product Management; this role is their execution counterpart. This role is also not the compliance or privacy function — it is accountable for delivery conforming to the requirements those functions set.
Qualifications:
QUALIFICATIONS:
- 8+ years in product delivery, product ownership, or agile delivery leadership; 3+ years managing people
- Deep hands-on Product Owner experience in a scrum environment — has personally done the job well
- Demonstrated experience delivering software in a regulated environment: healthcare, life sciences, financial services, or similar
- Working knowledge of HIPAA Privacy and Security Rules and PHI handling obligations; familiarity with SOC 2 and/or HITRUST
- Experience with requirements traceability, change control, and audit support in an agile delivery model
- Track record improving delivery predictability across multiple teams
- Fluent in agile at scale (SAFe, LeSS, or a homegrown equivalent) without being dogmatic about it
- Strong written communication and executive-level reporting
COMPETENCIES:
- Delivery predictability measurably improved and consistently reported
- Backlog quality and traceability standards defined and adopted across all teams
- Compliance requirements consistently captured at refinement rather than discovered at release or audit
- Clean audit support with no PO-side findings related to traceability or change documentation
- POs operating with clear expectations and a visible development path
- Product Management trusts that what's committed gets delivered, and hears about risk early
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
- Occasionally required to stand
- Occasionally required to walk
- Frequently required to sit
- Continually required to utilize hand and finger dexterity
- Continually required to talk or hear
- Specific vision abilities required by this job include close vision and the ability to adjust focus.
