Overview

Implementation Engineers (IE) is preparing to support an aerospace and defense manufacturer in implementing Total Productive Maintenance (TPM) and improving how its teams manage maintenance and reliability. As an Organizational Design Consultant, you will help lead the design and implementation of the roles, decision rights, and working relationships needed to carry out that work.

Drawing on Requisite Organization (RO) principles, you will work with client leaders to define who owns each activity, who has decision authority, and how teams resolve issues that cross departmental lines. Success means operators, maintenance teams, and leaders understand their responsibilities, use them in daily work, and can sustain the agreed practices after IE’s engagement ends.

Responsibilities

Assess

Interview leaders and employees to understand current responsibilities, workload pressures, and gaps between formal roles and actual practice.

Analyze workload, staffing levels, and span of control for maintenance and reliability roles, including planners, schedulers, technicians, and reliability engineers. Identify gaps in coverage and recommend adjustments to staffing or reporting relationships where the analysis supports a change.

Map interfaces among maintenance, operations, engineering, materials, and other functions within the agreed scope. Identify where ownership is unclear.

Design

Develop role descriptions and a RACI matrix for key maintenance and reliability activities. Identify who is responsible for each activity, who is accountable for the outcome, and who needs to be consulted or informed.

Define how operators and maintenance personnel share responsibility for routine equipment care, including who performs each task and when an issue should be escalated.

Design the governance and meeting structure for the program, including who makes decisions, which issues each group reviews, and how unresolved issues move to the appropriate leader.

Identify capability gaps, develop skills matrices, and define the training, coaching, and transition support employees need as their responsibilities change.

Implement and Sustain

Facilitate leadership review of the proposed design and gain agreement across functions on responsibilities, decision authority, and working relationships.

Partner with client HR to reflect agreed changes in formal roles and job descriptions.

Coordinate with other workstream leads so role assignments match the maintenance and reliability processes being implemented.

Help leaders communicate the changes and put them into practice. After implementation, follow up with managers and employees to confirm that the new roles are working as intended and address any difficulties they encounter.

Required Qualifications

Experience with organizational design and clarifying operational roles in manufacturing, aerospace, or related industrial environments.

Working knowledge of maintenance and reliability practices, including planning and scheduling, preventive maintenance, and the responsibilities of maintenance and engineering personnel.

Experience using workload and staffing data to assess workforce needs and recommend changes to staffing levels or supervisory responsibilities in a manufacturing environment.

Experience defining roles, accountability, decision rights, and cross-functional working relationships.

Ability to diagnose organizational issues using interviews, process observations, and operating data.

Ability to facilitate sensitive discussions about responsibilities and gain agreement across leadership groups.

Experience connecting organizational recommendations to practical implementation and employee adoption.

Preferred Qualifications

Consulting experience leading organizational design or change initiatives with manufacturing clients, including presenting recommendations to senior leaders and helping site teams implement them.

Experience supporting a Total Productive Maintenance implementation.

Experience guiding teams through organizational change, particularly when changes affect reporting relationships, decision authority, or day-to-day responsibilities.
