Job description

STR is seeking a Principal Technical Integration Test Engineer to join a new group focused on the complex test and evaluation challenges that exist in the modern world. You will help build and guide an expert team capable of planning, executing, analyzing, and delivering decision-quality results at the speed the Department of War (DoW) requires to field advancements that continue to outpace our adversaries. STR's approach will emphasize product-based delivery of test solutions through an experienced, trusted team that can rapidly adapt to evolving customer needs.

What you will do:

  • Manage multiple highly technical customer portfolios and relationships to design and execute complex test campaigns. Embed within customer organizations, as required, to develop tailored requirements, establish test objectives, and determine confidence levels for specific capabilities and systems under evaluation.
  • Integrate across the defense test and evaluation community, collaborating with Program Managers, Service Representatives, Systems Engineering and Technical Assistance (SETA) personnel, performers, and operators to coordinate and execute sophisticated test programs that transition capabilities from developmental readiness to operational viability.
  • Develop and maintain relationships across the Department of Defense (DoD) acquisition, test, and operational communities, as well as commercial resource providers, to integrate complex capabilities and deliver meaningful test and evaluation solutions.
  • Lead and manage small multidisciplinary teams responsible for designing, coordinating, and executing complex test and evaluation activities while ensuring technical rigor, operational relevance, and timely delivery of results.
  • Understand the complexities of cross-domain capability development and connect development teams with appropriate test resources, infrastructure, and expertise to execute effective test campaigns.
  • Develop test plans, Test and Evaluation Master Plans (TEMPs), test concept documents, Concepts of Operations (CONOPs), test objectives, Measures of Performance (MOPs), and Measures of Effectiveness (MOEs). Serve as a test conductor on behalf of customers, coordinating instrumentation, data collection, test resources, and execution activities to achieve defined objectives.
  • Integrate with highly technical developer and performer teams, serving as a technical subject-matter expert to represent system requirements, coordinate integration activities, and ensure alignment between developmental capabilities and test objectives.
  • Collaborate with operational stakeholders to identify specialized requirements, assess capability readiness, and align emerging technologies with operational needs. Provide unit-level operator training and technical support on behalf of customer development teams and performers, as required.
  • Coordinate with test organizations and stakeholders to execute customer objectives across diverse test environments, ranging from laboratory-based testing to open-air test operations. Brief technical plans, safety considerations, execution strategies, and test results to customers and senior leadership.

Who you are:

  • Bachelor's degree with at least 10 years of relevant experience; Master's degree with at least 8 years of relevant experience; PhD with at least 5 years of relevant experience; or equivalent experience directly related to Research, Development, Test, and Evaluation (RDT&E), technical integration, systems engineering, or a related technical discipline.
  • This position requires an active Top Secret security clearance with eligibility to support Special Access Programs (SAP), for which U.S. citizenship is required by the U.S. Government.
  • Expert-level understanding of test organizations, assets, infrastructure, capabilities, and organizational relationships necessary to coordinate complex cross-service test and evaluation requirements.
  • Demonstrated ability to integrate effectively at all levels of an organization, from technical engineering and subject-matter expert teams to operational personnel and senior leadership, accurately representing highly technical capabilities, requirements, and program status.
  • Significant experience preparing and delivering high-level technical and programmatic briefings to government customers, senior management, and senior-ranking officials.
  • Proven ability to rapidly assess explicit and implied customer requirements, understand operational constraints, and adapt test strategies in high-pressure environments while maintaining technical quality, safety, and mission objectives.
  • Strong familiarity with standardized DoD test and safety processes, requirements development, test planning, execution methodologies, and overall test program management.

Nice to haves:

  • Established experience managing relationships across multiple military services and defense organizations at various technical, programmatic, and leadership levels.
  • Demonstrated knowledge of developmental capability readiness, test portfolios, program histories, and the operational integration and employment of emerging technologies.
  • Proficiency in real-time troubleshooting of RF and software systems in complex, high-pressure test and operational environments.
  • Experience collaborating across DoD and Intelligence Community (IC) organizations to integrate technical expertise, operational requirements, and test resources to maximize test effectiveness and results.
  • Firsthand experience conducting complex test events and integrating multi-domain systems in developmental and operational test environments, including engineering technical solutions to meet specialized test requirements.
  • Demonstrated ability to integrate and train operational partners on system capabilities and operations in pre-deployment environments, including providing real-time technical support during operational activities.
