Job description

This is a remote position.

McBride Consulting is seeking an experienced Senior Financial Consultant & Auditor (with the potential to hire at the Manager level based on qualifications and leadership experience) to support our federal financial statement audit and compliance practice.
In this role, you will immediately support the United States Army Corps of Engineers (USACE) Civil Works and Military Programs financial statement audit, alongside broader public sector financial modernization and compliance engagements. You will lead and execute end-to-end audit lifecycles, perform first-level quality reviews of audit workpapers, conduct complex internal control and substantive testing, and advise senior government officials on Notice of Findings and Recommendations (NFRs) and remediation strategies.
Key Responsibilities
Federal Financial Statement Audit Execution (USACE & DoD/Federal Clients)
  • Support and lead workstreams for the USACE Civil Works and Military Programs financial statement audits in strict accordance with the Financial Audit Manual (FAM) and Generally Accepted Government Auditing Standards (GAGAS / Yellow Book).
  • Identify trial balance accounts and prepare comprehensive lead sheets for all applicable General Ledger (GL) account codes linked to planned testing procedures.
  • Verify and reconcile budget figures, beginning balances, additions, placed-in-service transfers, adjustments, and ending balances across complex federal financial systems.
  • Execute interim and final phases of both internal control testing and substantive testing, including existence and completeness procedures.
  • Prepare and conduct first-level supervisory reviews of audit documentation and workpapers throughout the audit cycle to ensure compliance with quality standards.
  • Document testing results, investigate anomalies, follow up on discrepancies, and review interim and final Notices of Findings and Recommendations (NFRs), providing actionable feedback to client leadership.
Internal Controls, Risk Management & Compliance Advisory
  • Evaluate internal controls over financial reporting (ICOFR) and computer-based financial management and information systems in accordance with OMB Circulars A-123, A-127, and A-130.
  • Serve as a trusted advisor to senior government executives, tracking and monitoring external audit activities, program reviews, and inspections from oversight bodies (e.g., GAO, OIG, external IPA firms).
  • Conduct comprehensive risk assessments, develop Corrective Action Plans (CAPs), and design tracking tools to monitor regulatory compliance and milestone execution.
  • For candidates qualifying at the Senior Manager / Manager LCAT: Supervise junior auditors and analysts, manage project workstreams, lead client briefings, and contribute to business development, proposal writing, and state/local or federal financial transformation initiatives.

Requirements

Required Qualifications (LCAT Mandatory Requirements)
  • Active Security Clearance: Active Secret clearance required.
  • Required Certifications: Must hold an active Certified Public Accountant (CPA) license OR Certified Information Systems Auditor (CISA) certification. (Note: CDFM or CGFM is a strong plus, but CPA or CISA is strictly required to meet contract LCAT requirements).
  • Education:
    • Bachelor’s degree in Accounting, Finance, Business Administration, Public Policy, or a related field.
    • Master’s degree in Accounting, Business Administration (MBA), or Public Policy/Administration (MPPA/MPA) is strongly preferred (and may substitute for experience depending on specific LCAT tier).
  • Experience:
    • Senior Consultant LCAT: 6+ years of progressive federal financial auditing, internal controls, or public sector accounting experience.
    • Manager / Supervisory LCAT: 8–10+ years of federal audit experience, including demonstrated experience managing audit teams, conducting first-level workpaper reviews, and briefing agency leadership.
  • Technical Expertise:
    • Direct hands-on experience executing or remediating federal financial statement audits (DoD, USACE, DHS, or similar CFO Act agencies).
    • Deep working knowledge of GAO/CIGIE Financial Audit Manual (FAM), GAGAS (Yellow Book), FASAB / USSGL standards, and OMB Circulars (A-123, A-127, A-130).
    • Proven proficiency in General Ledger (GL) reconciliation, trial balance mapping, lead sheet preparation, PP&E / Real Property (placed-in-service transfers/additions), and NFR review.
Preferred Qualifications
  • Prior experience supporting U.S. Army Corps of Engineers (USACE) Civil Works or Military Programs audits (familiarity with CEFMS is a major plus).
  • Former Federal OIG, GAO, or Big 4 / mid-tier federal IPA (Independent Public Accountant) audit background.
