About the Role:
Synergy is seeking a senior CWS Portfolio Product Architect to provide portfolio-level product leadership across an assigned Contract Writing Systems (CWS) and Procure-to-Pay (P2P) application portfolio. The Portfolio Product Architect will serve as a strategic bridge among Government stakeholders, functional users, product and technical leadership, and Synergy delivery teams to help align mission priorities with delivery execution.
The role will lead the development and maintenance of an integrated product vision and roadmap for current assigned capabilities, including CON-IT, ACWS, and ECWM, while supporting additional CWS/P2P work awarded to Synergy.
The successful candidate will bring demonstrated expertise in federal acquisition, contract writing, procurement, financial management interfaces, and enterprise product delivery. The candidate will apply sound product-management, systems-thinking, and stakeholder-engagement practices to help ensure that planned enhancements, sustainment activities, modernization initiatives, cybersecurity remediation, and technical-debt reduction efforts are aligned to Government-approved priorities, available funding, operational needs, and contractual scope.
Primary Responsibilities:
- Lead development and maintenance of the portfolio-level product vision and integrated roadmap for assigned CWS and P2P capabilities, currently including CON-IT, ACWS, and ECWM.
- Support product strategy and roadmap planning for additional CWS/P2P capabilities awarded to Synergy, including PIEE work only if and when awarded and within Synergy’s contracted scope.
- Align sustainment, modernization, technical-debt reduction, user-adoption, cybersecurity, data, integration, and emerging-technology initiatives to Government-approved priorities, mission objectives, available funding, and delivery capacity.
- Identify strategic capability gaps, modernization opportunities, operational pain points, and areas where portfolio-level coordination can improve mission outcomes.
- Develop clear, actionable product artifacts, including roadmaps, capability maps, release themes, planning assumptions, decision briefings, and product strategy materials.
- Translate approved mission and stakeholder needs into delivery-ready work by partnering with Government stakeholders, functional users, technical leads, and delivery teams.
- Refine epics, features, user stories, acceptance criteria, business rules, and non-functional requirements to enable effective planning, development, testing, and release activities.
- Maintain traceability between delivery work and authorized requirements, priorities, funding decisions, acceptance authorities, and applicable policies.
- Ensure proposed capabilities and enhancements consider end-user workflows, business-process impacts, policy or regulatory drivers, cybersecurity requirements, data needs, and downstream system effects.
- Facilitate timely clarification of functional and mission requirements to reduce delivery ambiguity and support informed technical design decisions.
- Coordinate across the assigned CWS and P2P application portfolio to identify business-process impacts, shared data and interface dependencies, downstream user effects, sequencing requirements, and external decision points.
- Partner with the Enterprise Architect, Pod Leads, Program Managers, and designated Government product and technical leadership to balance near-term mission requirements with long-term modernization objectives.
- Ensure product planning considers enterprise architecture standards, integration patterns, technical-debt reduction, cybersecurity remediation, funding constraints, and delivery capacity.
- Assess the impact of planned changes on connected systems, interfaces, user communities, operational processes, data exchanges, and release schedules.
- Support technical and functional discussions that enable a cohesive portfolio approach rather than isolated, application-specific decisions.
- Lead product-level stakeholder engagement through backlog-refinement sessions, sprint reviews, demonstrations, release-readiness discussions, and user-feedback forums.
- Ensure delivery teams receive timely clarification on requirements, priorities, acceptance expectations, and stakeholder needs.
- Provide Government stakeholders with transparent insight into planned outcomes, risks, dependencies, tradeoffs, assumptions, and decision requirements.
- Build and sustain productive relationships with acquisition, contracting, procurement, financial-management, technical, operational, and program stakeholders.
- Prepare and facilitate product governance forums, decision briefings, working sessions, and stakeholder communications as needed.
- Provide decision-quality portfolio performance insight through product-oriented measures such as backlog health, feature throughput, aging demand, stakeholder acceptance, adoption trends, release outcomes, recurring user pain points, technical-debt trends, dependency risk, and delivery predictability.
- Develop data-supported recommendations for corrective action, investment decisions, process improvements, and delivery-risk mitigation.
- Communicate product and portfolio status, risks, opportunities, and decisions clearly to Government and Synergy leadership.
- Support continuous improvement by identifying root causes of recurring delivery, requirements, adoption, or dependency issues and recommending practical improvements.
Required Qualifications:
- At least eight (8) years of progressively responsible experience in product management, business architecture, business analysis, systems analysis, program management, acquisition systems, procurement systems, or enterprise application delivery.
- At least five (5) years of experience supporting federal acquisition, contract writing, procurement, financial management, procure-to-pay, or related business systems.
- Demonstrated experience leading requirements elicitation, backlog refinement, prioritization, roadmap development, and stakeholder-engagement activities for complex enterprise systems.
- Experience translating business, mission, policy, and user needs into well-defined epics, features, user stories, business rules, and acceptance criteria.
- Demonstrated understanding of Agile or hybrid Agile delivery methods, including backlog management, sprint planning, demonstrations, release planning, and iterative delivery.
- Experience analyzing cross-system business processes, data flows, integrations, dependencies, and operational impacts.
- Ability to develop and present clear decision briefs, product roadmaps, stakeholder communications, performance measures, and actionable recommendations.
- Strong facilitation, written communication, interpersonal, analytical, and problem-solving skills.
- Ability to work effectively with Government stakeholders, functional users, technical teams, program leadership, and external partners in a complex, multi-stakeholder environment.
- Ability to satisfy applicable Government background investigation, suitability, and security requirements.
Preferred Qualifications:
- Direct experience supporting a federal Contract Writing System, procurement platform, Procure-to-Pay environment, acquisition lifecycle management tool, or financial-management integration.
- Experience with CON-IT, ACWS, ECWM, PIEE, or comparable federal acquisition and procurement platforms.
- Experience serving as a Product Owner, Product Manager, Product Architect, Business Architect, Lead Business Analyst, or Functional Lead for an enterprise application portfolio.
- Knowledge of federal acquisition regulations, contracting workflows, purchase-request processes, procurement policy, contract administration, invoice processing, financial-system interfaces, or related acquisition business processes.
- Experience supporting modernization, cloud migration, enterprise integration, data-exchange, cybersecurity, or technical-debt reduction initiatives.
- Experience developing portfolio-level performance measures, dashboards, delivery metrics, and data-driven improvement recommendations.
- Familiarity with product and Agile management tools such as Jira, Azure DevOps, Confluence, ServiceNow, or comparable platforms.
- Experience supporting change management, user training, communications planning, and adoption initiatives for enterprise system deployments.
Education Requirements:
- Required: Bachelor’s degree in Business Administration, Information Technology, Systems Engineering, Public Administration, Acquisition Management, or a related discipline. Additional relevant professional experience may be substituted for a degree.
Citizenship & Clearance Requirements:
- Required: US Citizenship required.
- Required: Must be eligible to obtain and maintain a federal Secret clearance. Active clearance is highly preferred.
