Job description

WHO WE ARE

Noora Health's mission is to improve outcomes and strengthen health systems by equipping family caregivers with the skills they need to care for their loved ones. Founded in 2014, Noora Health turns hospital hallways and waiting rooms into classrooms by tapping into the most compassionate resources available for the patient’s care: their own family.

With support from governments and partners in India, Bangladesh, Indonesia, and Nepal, Noora Health has trained more than 58 million caregivers and patients across 16,300+ facilities using their flagship caregiver education and training curriculum, the Care Companion Program (CCP).

In a cohort of patients, the CCP reduced post-surgical cardiac complications by 71%, maternal complications by 12%, newborn complications by 16%, and newborn mortality by 18%.

Noora Health is an Audacious Project Grantee and received the Skoll Foundation Award for Social Innovation. To learn more, watch our TED Talk, Skoll feature, or read about

ABOUT THE ROLE

As we are now beginning work with the Ministry of Health and Population in Egypt, we are looking for a senior public health or medical professional based in Cairo to lead day-to-day work on the ground for the first six months of our engagement with the Ministry of Health and Population. You will be our main local presence and a link between the Ministry and Noora Health’s central team. The work covers a working visit in December 2026, and then the months after it: curating a partnership model and a formal agreement, adapting our program for Egypt, and launching a first training group if the Ministry agrees.

WHAT YOU WILL DO

December visit

  • Coordinate the December 2026 visit with the Ministry: confirm dates, meetings, site visits and a focus group with health workers, and help the visiting team with logistics and Arabic interpretation where needed.

Ministry relationship and liaison

  • Be the day-to-day contact for the Deputy Minister’s office and technical teams, and follow up on requests and documents.
  • Act as the link between the Egyptian government and Noora Health’s central team: relay priorities and feedback in both directions, flag risks early, and advise on how decisions are made in the Ministry.
  • Keep up relationships with other stakeholders, such as the Egypt Healthcare Authority and other multilateral country offices as required and determined.

Partnership and agreement

  • Identify potential partners and partnership models in Egypt, including implementing partners, NGOs, centers of excellence, academic or evaluation partners and funders, and recommend options
  • Support the agreement process with the Ministry: map the approval steps, help prepare and translate documents, track progress, and coordinate with Noora Health’s team through to signing

Program adaptation and launch

  • Collect and summarize the Ministry’s existing Arabic curriculum and materials for family counselors and community health workers (Ra’edat), and map how family education works in primary care today
  • Support adapting Noora Health’s materials for Egypt: review Arabic content for accuracy and cultural fit, and arrange feedback from health workers and families
  • Identify the approvals needed for training content and tools, and track them

Reporting and learning

  • Send a short weekly update to the Noora Health team on progress, risks and next steps
  • Plan and support later Noora Health visits to Egypt
  • Document lessons from Egypt and help define the roles for a longer-term Egypt team

DELIVERABLES

By the end of month 2

  • The December visit delivered, with a summary of what was learned
  • A summary of the Ministry’s current family education curriculum and delivery channels
  • A paper on partner and partnership model options, with a recommendation

By the end of month 4

  • A draft agreement with the Ministry, with the approval steps mapped and tracked
  • Adapted Arabic materials, with a feedback report from health workers and families
  • A plan for a first training group, with proposed sites and a monitoring routine

By the end of month 6

  • The agreement signed or at final approval, and the Ministry’s decision on a first training group
  • A first training group running, if agreed, with early monitoring data

WHO WE ARE LOOKING FOR

  • A medical degree (MBBS or MD) or a Master's in Public Health or an equivalent field.
  • At least 8 years of experience in public health in Egypt, for example with the Ministry of Health and Population, an NGO, a donor or a development agency.
  • Working knowledge of Egypt's primary care system, and of maternal and child health, noncommunicable diseases or health education.
  • Experience working with government counterparts and organizing meetings and visits with them.
  • Fluent Arabic and professional English, written and spoken.
  • Available full-time in Cairo for six months, and eligible to work as an independent consultant in Egypt.
  • Experience supporting agreements or negotiations with government counterparts.

Preferred

  • Experience with training, curriculum or health education programs.
  • Existing relationships with the Ministry or Egyptian health NGOs.
  • Experience running small pilots or focus groups with health workers or families.
